No More Sacrifices Required

12 “On the fifteenth day of the seventh month you shall have a holy convocation. You shall not do any ordinary work, and you shall keep a feast to the Lord seven days. 13 And you shall offer a burnt offering, a food offering, with a pleasing aroma to the Lord, thirteen bulls from the herd, two rams, fourteen male lambs a year old; they shall be without blemish; 14 and their grain offering of fine flour mixed with oil, three tenths of an ephah for each of the thirteen bulls, two tenths for each of the two rams, 15 and a tenth for each of the fourteen lambs; 16 also one male goat for a sin offering, besides the regular burnt offering, its grain offering and its drink offering.

17 “On the second day twelve bulls from the herd, two rams, fourteen male lambs a year old without blemish, 18 with the grain offering and the drink offerings for the bulls, for the rams, and for the lambs, in the prescribed quantities; 19 also one male goat for a sin offering, besides the regular burnt offering and its grain offering, and their drink offerings.

20 “On the third day eleven bulls, two rams, fourteen male lambs a year old without blemish, 21 with the grain offering and the drink offerings for the bulls, for the rams, and for the lambs, in the prescribed quantities; 22 also one male goat for a sin offering, besides the regular burnt offering and its grain offering and its drink offering.

23 “On the fourth day ten bulls, two rams, fourteen male lambs a year old without blemish, 24 with the grain offering and the drink offerings for the bulls, for the rams, and for the lambs, in the prescribed quantities; 25 also one male goat for a sin offering, besides the regular burnt offering, its grain offering and its drink offering.

26 “On the fifth day nine bulls, two rams, fourteen male lambs a year old without blemish, 27 with the grain offering and the drink offerings for the bulls, for the rams, and for the lambs, in the prescribed quantities; 28 also one male goat for a sin offering; besides the regular burnt offering and its grain offering and its drink offering.

29 “On the sixth day eight bulls, two rams, fourteen male lambs a year old without blemish, 30 with the grain offering and the drink offerings for the bulls, for the rams, and for the lambs, in the prescribed quantities; 31 also one male goat for a sin offering; besides the regular burnt offering, its grain offering, and its drink offerings.

32 “On the seventh day seven bulls, two rams, fourteen male lambs a year old without blemish, 33 with the grain offering and the drink offerings for the bulls, for the rams, and for the lambs, in the prescribed quantities; 34 also one male goat for a sin offering; besides the regular burnt offering, its grain offering, and its drink offering.

35 “On the eighth day you shall have a solemn assembly. You shall not do any ordinary work, 36 but you shall offer a burnt offering, a food offering, with a pleasing aroma to the Lord: one bull, one ram, seven male lambs a year old without blemish, 37 and the grain offering and the drink offerings for the bull, for the ram, and for the lambs, in the prescribed quantities; 38 also one male goat for a sin offering; besides the regular burnt offering and its grain offering and its drink offering.

39 “These you shall offer to the Lord at your appointed feasts, in addition to your vow offerings and your freewill offerings, for your burnt offerings, and for your grain offerings, and for your drink offerings, and for your peace offerings.”

40  So Moses told the people of Israel everything just as the Lord had commanded Moses. – Numbers 29:12-40 ESV

Reading through chapter 29, it’s impossible not to be staggered by the sheer number of offerings God required the people of Israel to make. This chapter only covers the seventh month of the ecclesiastical year, which was the first month of the civil year. When the people came into the land this would be the time of year when they had the most leisure time, because it would fall between the harvest and the next planting. So, God seemed to fill it with a wider array of sacrifices and solemn occasions.

But in this one chapter alone you have outlined the observances for the Feast of Trumpets on the first day of the month, the Day of Atonement on the tenth day, and the Feast of Booths on the fifteenth day. In that one month alone the people would sacrifice 73 bulls, 17 rams, 120 male lambs, and 10 male goats.

That doesn't include all the other sacrifices that were to be made on various days of the month on an annual basis. In fact, if you look at chapters 28 and 29, it would appear that the yearly offerings, made at the peoples' expense, without taking into account a vast number of voluntary vow and trespass offerings, would have added up to 15 goats, 21 kids, 72 rams, 132 bulls, and 1,101 lambs. So, the total of animals sacrificed at public cost would have been an incredible 1,241. Then if you take into account the huge quantity of lambs slain at Passover each year, the number goes out the roof. According to Josephus, the Jewish historian, in the time of Christ, the number of lambs sacrificed at Passover in a single year would have been in the vicinity of 255,600. That is an incredible amount of animals.

Think of the cost to the people. These were not the runts of the litter they were sacrificing, but the very best they had to offer. They were sacrificing their breeding stock, all those animals who were free from disease or disfigurement. Any animal they offered to God had to be completely free from blemish. They were required to provide only the very best. In an agriculturally based society, this was an expensive proposition. And it was mandatory. No options. No excuses. So what's the point? What does all this blood and sacrifice have to do with us? In The Expositors Bible Commentary, Ronald Allen says this:

"As we, the modern readers of Numbers, think scripturally, this overwhelming emphasis on sacrificial worship has one intent: to cause each reader to think of the enormity of the offense of our sin against the holiness of God, thus driving the repentant sinner to the foot of the Cross. All sacrifices—whether of the morning or evening, of Sabbath or New Moon—have their ultimate meaning in the death the Savior died. Apart from his death, these sacrifices were just the killing of animals and the burning of their flesh with attendant ceremonies. After his death, sacrifices such as these are redundant—indeed, offensive—for they would suggest that something was needed in addition to the Savior's death. But before his death, these sacrifices were the very means God gave his people in love to help them face the enormity of their sin, the reality of their need for his grace, and—in some mysterious way—to point them to the coming cross of Savior Jesus."

Thousands of lambs could never add up to the one sacrifice that Jesus Christ made for us. But they can reveal the incredible cost of sin, and that sin required a payment. The shedding of blood.

In fact, we can say that according to the law of Moses, nearly everything was purified by sprinkling with blood. Without the shedding of blood, there is no forgiveness of sins. – Hebrews 9:22 NLT

Every one of the sacrifices God required the Israelites to make was meant to foreshadow and point to the final sacrifice of the unblemished Lamb of God who would take away the sins of the world (John 1:20). They were intended to be a temporary solution to mankind’s ongoing problem with sin and the penalty of death that accompanied it. And the author of Hebrews points out the temporary and imperfect nature of the sacrificial system.

The old system under the law of Moses was only a shadow, a dim preview of the good things to come, not the good things themselves. The sacrifices under that system were repeated again and again, year after year, but they were never able to provide perfect cleansing for those who came to worship. – Hebrews 10:1 NLT

He went on to reveal the built-in limitations of animal sacrifices. While they could offer a temporary means of atonement, all they could really do was remind people of their ongoing struggle with sin. And he pointed out the reason for their ineffectiveness.

For it is not possible for the blood of bulls and goats to take away sins. – Hebrews 10:4 NLT

The sacrificial system was never intended to be a permanent solution to the problem of sin. The very fact that the offerings were required on a repetitive and perpetual basis reveals that they were like treating a terminal disease with a bandaid. 

The whole reason Jesus Christ came to earth was to bring about a permanent solution to the death sentence hanging over the heads of a sinful humanity.

Christ said, “You did not want animal sacrifices or sin offerings or burnt offerings or other offerings for sin, nor were you pleased with them” (though they are required by the law of Moses). – Hebrews 10:8 NLT

Yes, God had been the one to institute the whole sacrificial system, but it was never meant to be the final solution. Jesus was always intended to be the one true sacrifice that takes away the sins of the world.

God’s will was for us to be made holy by the sacrifice of the body of Jesus Christ, once for all time. – Hebrews 10:10 NLT

That holy sacrifice was presented by God Himself, and it cost Him dearly.

For you know that God paid a ransom to save you from the empty life you inherited from your ancestors. And it was not paid with mere gold or silver, which lose their value. It was the precious blood of Christ, the sinless, spotless Lamb of God. – 1 Peter 1:18-19 NLT

He sacrificed His precious Son on mankind’s behalf. He gave the best He had to atone for the sins of humanity. And, as a result, those of us who have placed our faith in Jesus’ sacrificial and substitutionary death, have forgiveness of sin. And we do not need to offer any more sacrifices. Jesus Christ accomplished it all with the sacrifice of His life in our place. No more blood needs to be shed. No more lives need to be sacrificed. And the author of Hebrews points out the remarkable nature of this once-for-all-time gift.

Under the old covenant, the priest stands and ministers before the altar day after day, offering the same sacrifices again and again, which can never take away sins. But our High Priest offered himself to God as a single sacrifice for sins, good for all time. – Hebrews 10:11-12 NLT

No more sacrifices are needed. Why? Because Jesus’ death paid the death we owed and now God has forgiven and forgotten our sins.

“I will never again remember
    their sins and lawless deeds.” – Hebrews 10:17 NLT

The Israelites, who were destined to keep on sinning, were also required to keep on sacrificing so that they might receive a temporary reprieve from their well-deserved judgment. But for all those who are in Christ, “when sins have been forgiven, there is no need to offer any more sacrifices” (Hebrews 10:18 NLT).

Our Once-and-For-All Sacrifice

1 “On the first day of the seventh month you shall have a holy convocation. You shall not do any ordinary work. It is a day for you to blow the trumpets, 2 and you shall offer a burnt offering, for a pleasing aroma to the Lord: one bull from the herd, one ram, seven male lambs a year old without blemish; 3 also their grain offering of fine flour mixed with oil, three tenths of an ephah for the bull, two tenths for the ram, 4 and one tenth for each of the seven lambs; 5 with one male goat for a sin offering, to make atonement for you; 6 besides the burnt offering of the new moon, and its grain offering, and the regular burnt offering and its grain offering, and their drink offering, according to the rule for them, for a pleasing aroma, a food offering to the Lord.

7 “On the tenth day of this seventh month you shall have a holy convocation and afflict yourselves. You shall do no work, 8 but you shall offer a burnt offering to the Lord, a pleasing aroma: one bull from the herd, one ram, seven male lambs a year old: see that they are without blemish. 9 And their grain offering shall be of fine flour mixed with oil, three tenths of an ephah for the bull, two tenths for the one ram, 10 a tenth for each of the seven lambs: 11 also one male goat for a sin offering, besides the sin offering of atonement, and the regular burnt offering and its grain offering, and their drink offerings. – Numbers 29:1-11 ESV

Beginning in Numbers 28 and continuing through chapter 29, Moses provides a synopsis of the various public sacrifices that the people of Israel were required to make. There was a daily sacrifice of two lambs, as well as a sacrifice of two additional lambs each Sabbath day. On the first day of each month, they were to sacrifice two bulls, one ram, seven lambs, and one goat. Then, during each day of the seven-day-long Feast of Unleavened Bread, they were to sacrifice two bulls, one ram, seven lambs, and one goat. During Pentecost or the Feast of Weeks, they were to offer the same number of sacrifices. On the first day of the seventh month, they were to offer one bull, one ram, seven lambs, and one goat. On the Day of Atonement, they were to offer the same thing. Then for eight straight days during the Feast of Booths, they were to offer their largest number of sacrifices:

Day 1– 13 bulls, 2 rams, 14 lambs, 1 goat
Day 2 – 12 bulls, 2 rams, 14 lambs, 1 goat
Day 3 – 11 bulls, 2 rams, 14 lambs, 1 goat
Day 4 – 10 bulls, 2 rams, 14 lambs, 1 goat
Day 5 – 9 bulls, 2 rams, 14 lambs, 1 goat
Day 6 – 8 bulls, 2 rams, 14 lambs, 1 goat
Day 7 – 7 bulls, 2 rams, 14 lambs, 1 goat
Day 8 – 1 bull, 1 ram, 7 lambs, 1 goat

And each and every one of the sacrifices was to made “to the Lord.” They were to be a pleasing aroma to Him and were to be offered as an atonement for their sins and in order to maintain a right relationship with Him in the days to come. There were many sacrifices because of the sheer volume of sins among a nation of so many people. There was never an end to the need for the making of sacrifices and the atoning for sins. It was to be a perpetual requirement for the people – UNTIL God instituted a better plan.

There was a day coming when God would send His Son as the ultimate sacrifice for the sins of mankind. He would provide a permanent solution to man's sin problem.

In John 6, we read the words of Jesus stating, “It was not Moses who gave you the bread from heaven, but my Father gives you the true bread from heaven. For the bread of God is he who comes down from heaven and gives life to the world” (John 6:32-33 ESV).

Under the system God established for the people of Israel, the sacrificial animals had to be provided by the people. They had to offer unblemished animals to God on their own behalf. But in the scenario that Jesus paints, He describes Himself as a sacrifice given by God for the people. Jesus used some very strange language that confused His disciples. He spoke of Himself as the bread of life and said, “This is the bread that comes down from heaven, so that one may eat of it and not die. I am the living bread that came down from heaven. If anyone eats of this bread, he will live forever. And the bread that I will give for the life of the world is my flesh” (John 6:50-51 ESV).

His choice of words shocked His hearers.

“How can this man give us his flesh to eat?” – John 6:52 ESV

But rather than clarify His message, Jesus responded with more of the same.

“Truly, truly, I say to you, unless you eat the flesh of the Son of Man and drink his blood, you have no life in you. Whoever feeds on my flesh and drinks my blood has eternal life, and I will raise him up on the last day.” – John 6:53-54 ESV

Of course, Jesus was not speaking of the literal consumption of His flesh and blood. He was referring to trust and belief in the coming sacrifice of His life on the cross for the sins of mankind. When we take in food, we trust that it will sustain us and supply us with life, In the same way, Jesus was saying that men will be required to “take in” His death on the cross, believing that it alone can provide them with forgiveness of their sins and eternal life.

But Jesus points out that this particular sacrifice was provided for us by God. He did what only He could do. In the book of Hebrews we read, “For since the law has but a shadow of the good things to come instead of the true form of these realities, it can never, by the same sacrifices that are continually offered every year, make perfect those who draw near. Otherwise, would they not have ceased to be offered, since the worshipers, having once been cleansed, would no longer have any consciousness of sins? But in these sacrifices there is a reminder of sins every year. For it is impossible for the blood of bulls and goats to take away sins” (Hebrews 10:1-4 ESV).

Until God sent His Son as a sacrifice for the sins of mankind, the people of God were caught in a cycle of sin and sacrifice. Their best efforts to remain in a right relationship with God were temporary and incomplete. They had to bring their best animals and sacrifice them to God in order to stave off their own execution for their sins. But in the New Testament, we read of God sacrificing His best in order to atone for the sins of mankind.

Paul tells us, “God shows his love for us in that while we were still sinners, Christ died for us” (Romans 5:8 ESV). God provided the singular and all-sufficient sacrifice of His Son – for us. In essence, the sacrifice of Jesus should be a “pleasing aroma” to us. This sacrifice was made for our benefit and for our consumption. And not only do we receive forgiveness from sin, but we also gain life – eternal life.

Jesus told His audience, “For this is the will of my Father, that everyone who looks on the Son and believes in him should have eternal life, and I will raise him up on the last day” (John 6:40 ESV). He was offering a permanent solution to the problem of sin, through His shed blood and crucified body. And yet, the people of His day were more concerned with literal bread and their own sad, temporary lives. They had come to Jesus seeking more food because He had miraculously fed them the evening before. He had filled their stomachs with bread and fish, and they craved more of the same.

When Jesus spoke of bread from heaven that gives life to the world, they responded, “Sire, give us this bread always” (John 6:34 ESV). But they wanted real bread, not the metaphorical or spiritual kind. They were stuck on a temporal, earthly plane, and failed to see that God was providing an offering for them that would do for them what they could never do for themselves.

It amazes me to think that God made a sacrifice on my behalf. He sent His Son to die for me. In the Old Testament sacrificial system, the people had to provide their own sacrifice, and it could only forestall or delay the inevitable reality of death. It could prolong life on this planet, but not provide life for eternity. Their sacrifices were temporal and eventually, ineffective at sustaining life. But God's offering of His Son's body and blood provides everlasting life. Jesus said, “Whoever feeds on this bread will live forever” (John 6:58 ESV).

All I have to do is receive God's offering and believe that it is sufficient to pay for my sins and provide life more abundantly, both now and for eternity. Just as I eat bread and rely on it to sustain me, I must consume the sacrifice of God's Son and allow Him to provide me with life everlasting. God has made a sacrifice on my behalf. He has sent His Son to die in my place. No more lambs, goats, bulls, or rams. Jesus offered Himself to God as a pleasing aroma, an acceptable sacrifice. And God offered His Son for me as a permanent solution to my ongoing sin problem. I live because He died. The sacrifice of Jesus by God was done for me, but not because of me. I didn't deserve it. I had not earned that kind of gift. It was while I was in the depth of my own sin and hopelessness that God sent His Son as an offering on my behalf. The Son of God became the Bread of Life so that I might have eternal life. “We have been sanctified through the offering of the body of Jesus Christ once for all.” (Hebrews 10:10 ESV).

The High Cost of Atonement

16 “On the fourteenth day of the first month is the Lord's Passover, 17 and on the fifteenth day of this month is a feast. Seven days shall unleavened bread be eaten. 18 On the first day there shall be a holy convocation. You shall not do any ordinary work, 19 but offer a food offering, a burnt offering to the Lord: two bulls from the herd, one ram, and seven male lambs a year old; see that they are without blemish; 20 also their grain offering of fine flour mixed with oil; three tenths of an ephah shall you offer for a bull, and two tenths for a ram; 21 a tenth shall you offer for each of the seven lambs; 22 also one male goat for a sin offering, to make atonement for you. 23 You shall offer these besides the burnt offering of the morning, which is for a regular burnt offering. 24 In the same way you shall offer daily, for seven days, the food of a food offering, with a pleasing aroma to the Lord. It shall be offered besides the regular burnt offering and its drink offering. 25 And on the seventh day you shall have a holy convocation. You shall not do any ordinary work.

26 “On the day of the firstfruits, when you offer a grain offering of new grain to the Lord at your Feast of Weeks, you shall have a holy convocation. You shall not do any ordinary work, 27 but offer a burnt offering, with a pleasing aroma to the Lord: two bulls from the herd, one ram, seven male lambs a year old; 28 also their grain offering of fine flour mixed with oil, three tenths of an ephah for each bull, two tenths for one ram, 29 a tenth for each of the seven lambs; 30 with one male goat, to make atonement for you. 31 Besides the regular burnt offering and its grain offering, you shall offer them and their drink offering. See that they are without blemish.  Numbers 28:16-31 ESV

The next major event God reminded the Israelites to keep was the annual feast of unleavened bread. It took place in the first month of the year, the month of Nisan (March/April), in conjunction with the celebration of Passover. This week-long feast was the first of seven Jewish feasts or festivals each year, and as part of the celebration, the Israelites were prohibited from eating bread baked with yeast. This was to commemorate their hasty departure from Egypt during the Exodus.

“For seven days the bread you eat must be made without yeast. On the first day of the festival, remove every trace of yeast from your homes. Anyone who eats bread made with yeast during the seven days of the festival will be cut off from the community of Israel. On the first day of the festival and again on the seventh day, all the people must observe an official day for holy assembly. No work of any kind may be done on these days except in the preparation of food.” – Exodus 12:15-16 NLT

God declared that this feast would be celebrated for perpetuity, throughout all generations.

“Celebrate this Festival of Unleavened Bread, for it will remind you that I brought your forces out of the land of Egypt on this very day. This festival will be a permanent law for you; celebrate this day from generation to generation.” – Exodus 12:17 NLT

Now, four decades later, the descendants of those original Israelites who had lived through the first Passover and escaped the judgment of the death angel, were standing on the banks of the Jordan River waiting to enter Canaan. And God wanted them to remember His miraculous deliverance of their forefathers.

Along with the unleavened bread, the Israelites were to present a special offering on the seventh and final day of the festival.

“As a special gift you must present a burnt offering to the Lord—two young bulls, one ram, and seven one-year-old male lambs, all with no defects.” – Numbers 28:19 NLT

These unblemished animals were first sacrificed, their blood poured out, and then their bodies were burned so that they might be a pleasing aroma to God. They became symbolic of the sacrifice that Jesus made on the cross for the sins of mankind. Paul would later write to the believers in Ephesus and encourage them to follow the example of Christ.

Imitate God, therefore, in everything you do, because you are his dear children. Live a life filled with love, following the example of Christ. He loved us and offered himself as a sacrifice for us, a pleasing aroma to God. – Ephesians 5:1-2 NLT

The author of Hebrews uses the imagery of the sacrificed animals to point out the superior nature of Christ’s once-for-all sacrifice on the cross for the sins of man.

The sacrifices under that system were repeated again and again, year after year, but they were never able to provide perfect cleansing for those who came to worship. If they could have provided perfect cleansing, the sacrifices would have stopped, for the worshipers would have been purified once for all time, and their feelings of guilt would have disappeared.

But instead, those sacrifices actually reminded them of their sins year after year. For it is not possible for the blood of bulls and goats to take away sins. That is why, when Christ came into the world, he said to God,

“You did not want animal sacrifices or sin offerings.
But you have given me a body to offer.
You were not pleased with burnt offerings
or other offerings for sin.
Then I said, ‘Look, I have come to do your will, O God—
as is written about me in the Scriptures.’” – Hebrews 10:1-7 NLT

But while the sacrifices associated with the feast of unleavened bread could not fully alleviate mankind’s sin debt, God still wanted the Israelites to follow His commands to the letter. As the author of Hebrews points out, the sacrifices were meant to remind the Israelites of their sin and their constant need for cleansing.

There was one offering that was to stand out among them all.

“You must also offer a male goat as a sin offering to purify yourselves and make yourselves right with the Lord.” – Numbers 28:22 NLT

The sacrifice of this animal was intended to provide justification. Its death would not only cleanse the Israelites from sin but reestablish their relationship with God. It would restore fellowship between sinful humanity and a holy God. And that restored relationship would be essential for the ongoing well-being of the people of God. Without it, they stood condemned and alienated from a holy and righteous God who is obligated to punish sin.

It was essential that the Israelites follow all the prescribed procedures associated with the seven days of the festival. Nothing could be left out or altered in any way. To do so would jeopardize their relationship with God and that would have devastating results.

The Festival of Harvest, also known as the Feast of Firstfruits, was next on the Jewish calendar. This feast occurred at the beginning of the harvest and was intended to celebrate God’s gracious provision for all their needs. They were commanded to bring the first fruits of their harvest to the tabernacle and present them as an offering to God, declaring their intention to return to God a portion of what He had given them.

“I have brought you the first portion of the harvest you have given me from the ground.” – Deuteronomy 26: 10 NLT

Then they were to place the produce before the Lord and bow to the ground in worship before Him. This offering was to be followed by a community-wide celebration.

“Afterward you may go and celebrate because of all the good things the Lord your God has given to you and your household.” – Deuteronomy 26:11 NLT

The Feast of Harvest, like the Feast of Unleavened Bread, was also accompanied by the sacrifice of unblemished animals. These flawless creatures would have been of great value as breeding stock, yet the Israelites were to offer them up willingly and gladly as expressions of gratitude to God and as payment for their sins. That’s why God commanded, “Be sure that all the animals you sacrifice have no defects” (Numbers 28:31 NLT). God would not accept damaged goods or allow the Israelites to offer sacrifices that did not cost them something. Their desire for a restored relationship with Him was to be worth the cost and any sacrifice they might have to make. After all, the unblemished and undeserving animals became substitutes for the sins of the people. They died so the people could live. And eventually, Jesus would become the final sacrifice for all sin.

Under the old covenant, the priest stands and ministers before the altar day after day, offering the same sacrifices again and again, which can never take away sins. But our High Priest offered himself to God as a single sacrifice for sins, good for all time. Then he sat down in the place of honor at God’s right hand. There he waits until his enemies are humbled and made a footstool under his feet. For by that one offering he forever made perfect those who are being made holy. – Hebrews 10:11-14 NLT 

Earlier in his letter, the author of Hebrews declared the reality of the Jewish sacrificial system: “For without the shedding of blood, there is no forgiveness” (Hebrews 9:22 NLT). And Jesus came to shed His blood for the sins of men so that they might receive forgiveness and have their severed relationship with God restored for all eternity.

Don’t Forget God

1 The Lord spoke to Moses, saying, 2 “Command the people of Israel and say to them, ‘My offering, my food for my food offerings, my pleasing aroma, you shall be careful to offer to me at its appointed time.’ 3 And you shall say to them, This is the food offering that you shall offer to the Lord: two male lambs a year old without blemish, day by day, as a regular offering. 4 The one lamb you shall offer in the morning, and the other lamb you shall offer at twilight; 5 also a tenth of an ephah of fine flour for a grain offering, mixed with a quarter of a hin of beaten oil. 6 It is a regular burnt offering, which was ordained at Mount Sinai for a pleasing aroma, a food offering to the Lord. 7 Its drink offering shall be a quarter of a hin for each lamb. In the Holy Place you shall pour out a drink offering of strong drink to the Lord. 8 The other lamb you shall offer at twilight. Like the grain offering of the morning, and like its drink offering, you shall offer it as a food offering, with a pleasing aroma to the Lord.

9 “On the Sabbath day, two male lambs a year old without blemish, and two tenths of an ephah of fine flour for a grain offering, mixed with oil, and its drink offering: 10 this is the burnt offering of every Sabbath, besides the regular burnt offering and its drink offering.

11 “At the beginnings of your months, you shall offer a burnt offering to the Lord: two bulls from the herd, one ram, seven male lambs a year old without blemish; 12 also three tenths of an ephah of fine flour for a grain offering, mixed with oil, for each bull, and two tenths of fine flour for a grain offering, mixed with oil, for the one ram; 13 and a tenth of fine flour mixed with oil as a grain offering for every lamb; for a burnt offering with a pleasing aroma, a food offering to the Lord. 14 Their drink offerings shall be half a hin of wine for a bull, a third of a hin for a ram, and a quarter of a hin for a lamb. This is the burnt offering of each month throughout the months of the year. 15 Also one male goat for a sin offering to the Lord; it shall be offered besides the regular burnt offering and its drink offering. In preparing the second generation of Israelites to begin their conquest of the land of Canaan, God had ordered a census to determine the size of Israel’s fighting force and to establish each tribe’s land apportionment. He also reminded the people that the tribe of Levi would inherit no land in Canaan. For their role as priests and caretakers of the tabernacle, they would receive cities in which to live and a portion of the tithes and offerings presented by the people. God would be their portion, providing for all their needs in exchange for their service to Him. Finally, God made preparations for new leadership by handpicking Joshua as the replacement for Moses.

All was ready. The time had come for the people to obey the commands of God and begin the conquest of the land He had promised Abraham centuries earlier.

“I am giving all this land, as far as you can see, to you and your descendants as a permanent possession.” – Genesis 13:15 NLT

God had also told Abraham that his descendants would be as numerous as the stars in the sky. And God gave this bit of good news while Abraham and his wife were still childless. Sarah remained barren and unable to conceive. But God had told Abraham, “you will have a son of your own who will be your heir” (Genesis 15:4 NLT). But this revelation was followed by a shocking admission from God.

“You can be sure that your descendants will be strangers in a foreign land, where they will be oppressed as slaves for 400 years. But I will punish the nation that enslaves them, and in the end they will come away with great wealth. (As for you, you will die in peace and be buried at a ripe old age.) After four generations your descendants will return here to this land…” – Genesis 15:13-16 NLT

All the promises God had made to Abraham had been fulfilled. Sarah had given birth to Isaac, and from Isaac had come Jacob. The family of Jacob had eventually fled to Egypt because there was a famine in the land of Canaan. And while in Egypt, the number of Israelites grew so significantly that the Pharaoh feared an uprising and ordered their enslavement. He even instituted a pogrom designed to eliminate all the male babies born to the Israelites. But true to His promise, God had delivered the Israelites from their captivity and led them to the border of Canaan.

Now, He called on them to keep the commands He had given them at Mount Sinai. He had been faithful to do all that He had promised to Abraham, and He fully expected them to show their gratitude by maintaining their relationship with Him.

“Give these instructions to the people of Israel: The offerings you present as special gifts are a pleasing aroma to me; they are my food. See to it that they are brought at the appointed times and offered according to my instructions.” – Numbers 28:2 NLT

The offerings outlined in this chapter are mandatory and non-optional. They were annual sacrifices to be offered by the Levites on behalf of the people. As the people entered the land, they would find themselves consumed with warfare and trying to establish lives for themselves in the new land. God knew they would face a strong temptation to forget about Him.

“The real key to successful conquest of Canaan and happy living within its borders was continual fellowship with God. Hence it was that God at this time presented to the new generation by way of Moses a finalized and complete set of regulations for offerings, most of which had already been given at Sinai. Their observance would encourage an intimate worship of God by the people in the land (cf. Exod. 23:14-17; 29:38-42; 31:12-17; Lev. 23; Num. 25:1-12).” – Irving L. Jensen, Numbers: Everyman’s Bible Commentary

God was going to give them victory over their enemies. Their conquest of the land would be successful, and God knew that their success would go to their heads and tempt them to think that they had done it all on their own. That is why Moses provided them with an advance warning about the temptations they would face in the new land.

For the LORD your God is bringing you into a good land, a land of brooks and fountains and springs that flow through the valleys and hills; a land of wheat, barley, vines, fig trees, and pomegranates; a land of olive oil and honey; a land where you will eat food without scarcity, where you will lack nothing; a land whose rocks are iron and whose hills are ready to be mined for copper. When you eat and are satisfied, you are to bless the LORD your God for the good land that He has given you.

Be careful not to forget the LORD your God by failing to keep His commandments and ordinances and statutes, which I am giving you this day. Otherwise, when you eat and are satisfied, when you build fine houses in which to dwell, and when your herds and flocks grow large and your silver and gold increase and all that you have is multiplied, then your heart will become proud, and you will forget the LORD your God who brought you out of the land of Egypt, out of the house of slavery. – Deuteronomy 8:7-14 BSB

God outlined the various offerings the people were required to make. He began with the daily offerings.

“This is the special gift you must present to the Lord as your daily burnt offering. You must offer two one-year-old male lambs with no defects.” – Numbers 28:3 NLT

Then He added the less-frequent but no less mandatory weekly offerings.

On the Sabbath day, sacrifice two one-year-old male lambs with no defects. They must be accompanied by a grain offering of four quarts of choice flour moistened with olive oil, and a liquid offering. This is the burnt offering to be presented each Sabbath day, in addition to the regular burnt offering and its accompanying liquid offering.” – Numbers 28:9-10 NLT

Finally, God reiterated the monthly offerings.

On the first day of each month, present an extra burnt offering to the Lord of two young bulls, one ram, and seven one-year-old male lambs, all with no defects.” – Numbers 28:11 NLT

On the first day of each month, you must also offer one male goat for a sin offering to the Lord.” – Numbers 28:15 NLT

The list is long and includes a large number of sacrifices, including burnt offerings, grain offerings, and drink offerings. There were burnt offerings and sin offerings. Bulls, goats, lambs, and rams were to be slaughtered and their blood spilled so that sins could be atoned for and fellowship with God maintained. Burnt offerings were to be seen as a pleasing aroma to God. They brought Him pleasure. All of this was about maintaining a right relationship with God. He would be the key to their victories over their enemies. He would be the source of their strength and their rock and provider. Without Him, they would be just another nation vying for control of the land of Canaan. But as long as they maintained their fellowship with Him through obedience to His commands, they would enjoy His presence, power, and provision.

Under New Management

12 The Lord said to Moses, “Go up into this mountain of Abarim and see the land that I have given to the people of Israel. 13 When you have seen it, you also shall be gathered to your people, as your brother Aaron was, 14 because you rebelled against my word in the wilderness of Zin when the congregation quarreled, failing to uphold me as holy at the waters before their eyes.” (These are the waters of Meribah of Kadesh in the wilderness of Zin.) 15 Moses spoke to the Lord, saying, 16 “Let the Lord, the God of the spirits of all flesh, appoint a man over the congregation 17 who shall go out before them and come in before them, who shall lead them out and bring them in, that the congregation of the Lord may not be as sheep that have no shepherd.” 18 So the Lord said to Moses, “Take Joshua the son of Nun, a man in whom is the Spirit, and lay your hand on him. 19 Make him stand before Eleazar the priest and all the congregation, and you shall commission him in their sight. 20 You shall invest him with some of your authority, that all the congregation of the people of Israel may obey. 21 And he shall stand before Eleazar the priest, who shall inquire for him by the judgment of the Urim before the Lord. At his word they shall go out, and at his word they shall come in, both he and all the people of Israel with him, the whole congregation.” 22 And Moses did as the Lord commanded him. He took Joshua and made him stand before Eleazar the priest and the whole congregation, 23 and he laid his hands on him and commissioned him as the Lord directed through Moses. – Numbers 27:12-23 ESV

The day Moses had been dreading had finally arrived. He had known for some time that he would not be leading the people of Israel into the land of Canaan. Because of Moses’ uncharacteristic actions in the wilderness of Zin, God had determined to ban his servant from entering the promised land.

“Because you did not trust me enough to demonstrate my holiness to the people of Israel, you will not lead them into the land I am giving them!” – Numbers 20:12 NLT

In a moment of extreme frustration with the constantly-whining Israelites, Moses had snapped and disobeyed the command of God.

“You and Aaron must take the staff and assemble the entire community. As the people watch, speak to the rock over there, and it will pour out its water. You will provide enough water from the rock to satisfy the whole community and their livestock.” – Numbers 20:8 NLT

Rather than speaking to the rock as God had ordered him to do, Moses lashed out in anger and repeatedly struck the rock with his staff. His anger and frustration with the people had caused him to disobey and dishonor God in the eyes of the people. It appears that Moses’ real crime was that he attempted to rob God of glory by claiming responsibility for producing the miracle.

“Listen, you rebels!” he shouted. “Must we bring you water from this rock?”– Numbers 20:10 NLT

His attempt to inflate his own identity in the eyes of the people cost him dearly. While he produced water from the rock and probably gained a bit of respect from the people, his little stunt resulted in a permanent ban from the land of promise. He would never have the pleasure of entering God’s rest. Instead, he would die in the wilderness, just as Miriam and Aaron had.

So, with the Israelites on the verge of entering Canaan, God informed Moses that his days on this earth had come to an end. His debt had come due. But before taking Moses’ life, God gave His servant one more chance to see the land of promise from a distance. God led Moses up a mountain and allowed him to take in the view.

“Climb one of the mountains east of the river, and look out over the land I have given the people of Israel. After you have seen it, you will die like your brother, Aaron, for you both rebelled against my instructions in the wilderness of Zin. When the people of Israel rebelled, you failed to demonstrate my holiness to them at the waters.” – Numbers 27:12-14 NLT

For nearly four decades, this land had been the focus of Moses’ life. Ever since he had led the people out of Egypt, his life’s mission had been to guide them to this very spot. But now, as he looked out over the fertile valley below, he was doing so for the very last time. He would not be going in and it was time to turn over the leadership responsibilities to someone else.

Ever the consummate leader, Moses begged God to find the right man for the task. He knew from firsthand experience just how stubborn and headstrong the people could be and they would never make it without strong leadership.

“O Lord, you are the God who gives breath to all creatures. Please appoint a new man as leader for the community. Give them someone who will guide them wherever they go and will lead them into battle, so the community of the Lord will not be like sheep without a shepherd.”– Nmbers 27:16-17 NLT

While Moses had been required to lead the people across the wilderness, his replacement would be tasked with leading them into battle. The days ahead would be difficult and fraught with danger. The people who had made a habit of whining about the lack of food water and food would certainly find the thought of military service distasteful. So, they were going to need a man who was equal parts warrior and shepherd. He would have to be both a fighting man and a kind-hearted guide who could lead the people with patience and care.

And God already had a man in mind. He suggested Joshua, one of the two men who had been part of the 12-man contingent of spies who had reconnoitered the land 40 years earlier. Joshua and Caleb had been the voices of reason among the fearful and disheartened men who recommended that the people not enter the land of promise. They had deemed it unconquerable and, therefore, to be avoided at all costs. But Joshua and Caleb had provided a dissenting opinion:

Two of the men who had explored the land, Joshua son of Nun and Caleb son of Jephunneh, tore their clothing. They said to all the people of Israel, “The land we traveled through and explored is a wonderful land! And if the Lord is pleased with us, he will bring us safely into that land and give it to us. It is a rich land flowing with milk and honey. Do not rebel against the Lord, and don’t be afraid of the people of the land. They are only helpless prey to us! They have no protection, but the Lord is with us! Don’t be afraid of them!” – Numbers 14:6-9 NLT

And while the people rejected the counsel of Joshua and Caleb, these two men had powerfully declared their faith in God. They demonstrated a belief in God’s power and goodness and called the people to trust and obey.

Four decades later, God chose Joshua to be Moses’ successor.

“Take Joshua son of Nun, who has the Spirit in him, and lay your hands on him. Present him to Eleazar the priest before the whole community, and publicly commission him to lead the people.” – Numbers 27:18-19 NLT

“This spirit was not something that now came upon Joshua, or was temporary (such as the coming of the spirit on the elders in 11:17, 25-26); it already existed in Joshua and was the basis of God’s choice of him. Deut. 34:9 applies the phrase ‘full of the spirit of Wisdom’ to Joshua, confirming the thought here.” – Timothy R. Ashley, The Book of Numbers

Joshua was God’s man for the moment. He had been chosen by God long before this day arrived, and the Spirit of God had been preparing him for the next phase of Israel’s journey. 

But God’s relationship with Joshua would be different than the one He had with Moses. While God had interacted with Moses face-to-face, Joshua would receive his instructions through the high priest and the use of “the Urim—one of the sacred lots cast before the Lord” (Numbers 27:21 NLT). This new method of communication would feature built-in safeguards, allowing Eleazar, the high priest, to act as a source of confirmation for all decisions. This would prevent Joshua from acting on his own and risking the wrath of God.

So Moses did as the Lord commanded. He presented Joshua to Eleazar the priest and the whole community. Moses laid his hands on him and commissioned him to lead the people, just as the Lord had commanded through Moses. – Numbers 27:22-23 NLT

With new leadership called and commissioned, it was time to begin the final phase of the mission. This generation of Israelites was about to do what their mothers and fathers had failed to do: Enter the land of promise. This had been the goal all along. The wilderness had always been intended to be a means to this end. It was never to have been their home. Their inheritance lay across the Jordan River and waited for them to step out in faith and take it as their own.

God of the Helpless and Hopeless

1 Then drew near the daughters of Zelophehad the son of Hepher, son of Gilead, son of Machir, son of Manasseh, from the clans of Manasseh the son of Joseph. The names of his daughters were: Mahlah, Noah, Hoglah, Milcah, and Tirzah. 2 And they stood before Moses and before Eleazar the priest and before the chiefs and all the congregation, at the entrance of the tent of meeting, saying, 3 “Our father died in the wilderness. He was not among the company of those who gathered themselves together against the Lord in the company of Korah, but died for his own sin. And he had no sons. 4 Why should the name of our father be taken away from his clan because he had no son? Give to us a possession among our father's brothers.”

5 Moses brought their case before the Lord. 6 And the Lord said to Moses, 7 “The daughters of Zelophehad are right. You shall give them possession of an inheritance among their father's brothers and transfer the inheritance of their father to them. 8 And you shall speak to the people of Israel, saying, ‘If a man dies and has no son, then you shall transfer his inheritance to his daughter. 9 And if he has no daughter, then you shall give his inheritance to his brothers. 10 And if he has no brothers, then you shall give his inheritance to his father's brothers. 11 And if his father has no brothers, then you shall give his inheritance to the nearest kinsman of his clan, and he shall possess it. And it shall be for the people of Israel a statute and rule, as the Lord commanded Moses.’” – Numbers 27:1-11 ESV

The Israelites were a patriarchal society in which the male was considered the head of the family, clan, and community. The historical context of the biblical narrative covers a long period of time in which virtually all societies were led exclusively by men. There were occasions when a woman would ascend to the throne as the queen but this was rare and usually only after her husband had died. For the most part, women played subservient roles in society and were relegated to relative obscurity. In most cases, they could not own property, file a lawsuit, testify in court, or hold public office. And because women had few rights and little power, this inequity was rarely challenged.

But the 27th chapter of Numbers presents the surprising case of a group of Israelite women who dared to bring their demands for equal rights before Moses. Sometime after the census was taken and the size of the tribes was determined, the daughters of a man named Zelophehad came forward and presented their case. Their father had been a member of the tribe of Manasseh but he had died sometime during the last 38 years. And the women point out that their father had died without leaving behind a legal heir. He had born five daughters but no son and the women understood the predicament that placed them in. As daughters, they were prohibited from inheriting their father’s goods or property. This posed a difficult dilemma for Mahlah, Noah, Hoglah, Milcah, and Tirzah.

When Israel entered Canaan and began the conquest of the land, each tribe would receive its allotment, which would then be divided among the members of that tribe. Since Zelophehad was deceased and had no sons, he would receive no land. That meant that the five unmarried sisters would be left homeless and impoverished. Unless they quickly found husbands, their prospects for survival were dim. So, they decided to appeal their case to “Moses, Eleazar the priest, the tribal leaders, and the entire community at the entrance of the Tabernacle” (Numbers 27:2 NLT).

These five sisters knew they had nothing to lose and everything to gain, so they risked ridicule and rejection by bringing their predicament before the all-male leadership of their community. This action took courage and demonstrates the level of their concern. As the day grew closer when the nation would enter the land of Canaan and begin its conquest of it, these women knew their time was running out. So, they made their desperate appeal.

“Our father died in the wilderness,” they said. “He was not among Korah’s followers, who rebelled against the Lord; he died because of his own sin. But he had no sons. Why should the name of our father disappear from his clan just because he had no sons? Give us property along with the rest of our relatives.” – Numbers 27:3-4 NLT

They wanted everyone to know that their father had not been one of those who joined in the rebellion led by Korah. In other words, his death had not been because of God’s judgment. In their minds, he had died of natural causes brought on by his own sinfulness. This distinction was important because it portrayed their father as a relatively good man who had not disqualified himself through acts of rebellion against God. He had just died and left them with no hope of owning any land in Canaan, and they were appealing for the “court” to make a special dispensation in their case. “Give us property along with the rest of our relatives.”

It seems likely that there were murmurs of disagreement and shock among the men as they heard the words of the five women. This would have been unprecedented and unthinkable to many of them. To do such a thing, they reasoned, would have been without protocol and would establish a dangerous precedence that could disrupt the social fabric. There were likely some among the leadership of Israel who were ready to deny the women’s request with no further discussion. But Moses wasn’t ready to pass judgment or sentence. Instead, he “brought their case before the Lord” (Numbers 27:5 NLT) 

As the God-ordained leader of Israel, Moses could have used his authority to settle the matter without debate. But the unique nature of this situation required input from the Almighty. He was not ready to treat this matter lightly or settle it too quickly.

The text does not reveal how Moses brought the matter before the Lord, but it does state that he received an answer.

“The claim of the daughters of Zelophehad is legitimate. You must give them a grant of land along with their father’s relatives. Assign them the property that would have been given to their father.” – Numbers 27:7 NLT

God spoke and He had come down on the side of the five sisters. He ordered that they be awarded a portion of land among their father’s relatives. This news must have come as a shock to the rest of the tribunal and left some of them shaking their heads in disagreement. And one can only imagine how the male relatives of Zelophehad must have felt when they heard God’s decree. This divine decision was going to cost them. It would result in each of them receiving less land in Canaan. So, while the women rejoiced in their good fortune and God’s good graces, their relatives were probably muttering under their breath. But God Almighty had intervened and provided for these helpless women. He had stood by their side and had determined to care for their needs. But He didn’t stop there. This was not to be an isolated incident but, instead, it was to become a permanent part of their case law with additional clauses that covered other potential circumstances.

“And give the following instructions to the people of Israel: If a man dies and has no son, then give his inheritance to his daughters. And if he has no daughter either, transfer his inheritance to his brothers. If he has no brothers, give his inheritance to his father’s brothers. But if his father has no brothers, give his inheritance to the nearest relative in his clan. This is a legal requirement for the people of Israel, just as the Lord commanded Moses.” – Numbers 27:8-11 NLT

By boldly speaking up, these five women had appealed their case before God and had helped to establish new legal parameters for other women in their community. Up until this moment, no one had bothered to think about these kinds of cases. No one had considered the plight of the countless women whose fathers had died during the nearly 40 years Israel had been in the wilderness. Many of those women remained unmarried and without any hope of survival once they entered the land of Canaan. Yet God heard their plea for help and He answered.

This story is similar to that of Hagar recorded in the book of Genesis. This Egyptian slave girl served as the maidservant to Sarai, the wife of Abram. When Sarai had been unable to provide Abram with a male heir, she gave him Hagar to use as a surrogate. This innocent young woman was treated like property and forced to bear a son for Abram. But when Sarai saw how quickly Hagar had conceived, she abused and cast out the pregnant mother-to-be. Hagar found herself in the wilderness all alone and with no hope for the future. But God saw her plight and made her a promise.

“Return to your mistress, and submit to her authority.” Then he added, “I will give you more descendants than you can count…You are now pregnant and will give birth to a son. You are to name him Ishmael (which means ‘God hears’), for the Lord has heard your cry of distress.” – Genesis 16:9-10, 11 NLT

And, as a result of this divine encounter, Hagar declared, “You are the God who sees me…Here I have seen one who sees me!” (Genesis 16:13 NET).

God had seen her plight and had intervened. And God had seen the plight of the five daughters of Zelophehad and done the same thing. He is the God who sees ('ēl rŏ'î). Nothing escapes His attention. There is no one who gets overlooked. He is the God who cares for and intercedes for His own.

A Second Chance to Accomplish a First

52 The Lord spoke to Moses, saying, 53 “Among these the land shall be divided for inheritance according to the number of names. 54 To a large tribe you shall give a large inheritance, and to a small tribe you shall give a small inheritance; every tribe shall be given its inheritance in proportion to its list. 55 But the land shall be divided by lot. According to the names of the tribes of their fathers they shall inherit. 56 Their inheritance shall be divided according to lot between the larger and the smaller.”

57 This was the list of the Levites according to their clans: of Gershon, the clan of the Gershonites; of Kohath, the clan of the Kohathites; of Merari, the clan of the Merarites. 58 These are the clans of Levi: the clan of the Libnites, the clan of the Hebronites, the clan of the Mahlites, the clan of the Mushites, the clan of the Korahites. And Kohath was the father of Amram. 59 The name of Amram's wife was Jochebed the daughter of Levi, who was born to Levi in Egypt. And she bore to Amram Aaron and Moses and Miriam their sister. 60 And to Aaron were born Nadab, Abihu, Eleazar, and Ithamar. 61 But Nadab and Abihu died when they offered unauthorized fire before the Lord. 62 And those listed were 23,000, every male from a month old and upward. For they were not listed among the people of Israel, because there was no inheritance given to them among the people of Israel.

63 These were those listed by Moses and Eleazar the priest, who listed the people of Israel in the plains of Moab by the Jordan at Jericho. 64 But among these there was not one of those listed by Moses and Aaron the priest, who had listed the people of Israel in the wilderness of Sinai. 65 For the Lord had said of them, “They shall die in the wilderness.” Not one of them was left, except Caleb the son of Jephunneh and Joshua the son of Nun. – Numbers 26:52-65 ESV

The census ordered by Jehovah had more than one purpose. Not only would it determine the number of men eligible for military service, but it would also provide the basis for each tribe’s land allotment once they entered Canaan. Because Moses was ordered to conduct the census tribe by tribe, the final number of each tribe’s combatants would reflect their overall population size and their appropriate share of the inheritance. Knowing that the apportionment of the land could be a potential landmine, God gave Moses strict instructions regarding its division and allotment.

“Divide the land among the tribes, and distribute the grants of land in proportion to the tribes’ populations, as indicated by the number of names on the list. Give the larger tribes more land and the smaller tribes less land, each group receiving a grant in proportion to the size of its population.” – Numbers 26:53-54 NLT

It only made sense that the larger tribes would receive a larger portion of the land. But to prevent the larger tribes from using their influence to grab the best land for themselves, God ordered that Moses use a lottery system to determine how the land was divided and assigned.

“But you must assign the land by lot, and give land to each ancestral tribe according to the number of names on the list. Each grant of land must be assigned by lot among the larger and smaller tribal groups.” – Numbers 26:55-56 NLT

Because of his role as the leader of the nation of Israel, Moses found himself in a delicate and somewhat difficult position. Not only was he responsible for convincing the people to enter the land and begin its conquest, but he would also have to determine the boundaries of each tribe’s land allotment. And even while God had ordered this task to be accomplished through the casting of lots, there was still a good chance that one or more of the tribes might be dissatisfied with the location or physical characteristics of the land they received. And it didn’t help that virtually every square inch of Canaan was already occupied by other nations that were not going to give up their land without a fight. So, Moses had his work cut out for him.

But God had sovereignly ordained a strategy that would protect Moses from accusations of self-aggrandizement or using his power to promote his particular tribe. Moses was a member of the tribe of Levi and God had already determined that this tribe would receive no allotment of land in Canaan. They were to serve as priests and the caretakers of the tabernacle. And God had already made it clear that He would be their portion in the land of promise.

“Remember that the Levitical priests—that is, the whole of the tribe of Levi—will receive no allotment of land among the other tribes in Israel. Instead, the priests and Levites will eat from the special gifts given to the Lord, for that is their share. They will have no land of their own among the Israelites. The Lord himself is their special possession, just as he promised them.” – Deuteronomy 18:1-2 NLT

The tribe of Moses would not own any land, so no one could accuse him of showing favoritism to his own clan. But without land, how would the Levites feed their families, flock, and herds? God had made provision for that as well.

“You priests will receive no allotment of land or share of property among the people of Israel. I am your share and your allotment. As for the tribe of Levi, your relatives, I will compensate them for their service in the Tabernacle. Instead of an allotment of land, I will give them the tithes from the entire land of Israel.” – Numbers 18:20-21 NLT

God had arranged a way for them to have ample food to eat. And not only that, He had ordained a plan for them to have cities of their own, located throughout the tribes of Israel.

“Command the people of Israel to give to the Levites from their property certain towns to live in, along with the surrounding pasturelands. These towns will be for the Levites to live in, and the surrounding lands will provide pasture for their cattle, flocks, and other livestock. The pastureland assigned to the Levites around these towns will extend 1,500 feet from the town walls in every direction. Measure off 3,000 feet outside the town walls in every direction—east, south, west, north—with the town at the center. This area will serve as the larger pastureland for the towns.” – Numbers 35:2-5 NLT

God had made ample preparations and provisions for the Levites. And in doing so, He had assured that there would be no way for Moses to use his power to reward his own tribe. God had protected him. But while the Levites were exempt from military service, they were still included in the census.

The men from the Levite clans who were one month old or older numbered 23,000. But the Levites were not included in the registration of the rest of the people of Israel because they were not given an allotment of land when it was divided among the Israelites. – Numbers 26:62 NLT

The Levites were numbered but not required to register for military service. They would continue to serve as priests and perform the duties assigned to them as caretakers of the tabernacle.

But this chapter ends with a rather somber reminder of the previous generation. Nearly 40 years earlier, God had ordered that a census be taken when the people were camped at the base of Mount Sinai. They had just recently escaped their enslavement in Egypt and were on their way to the land of promise. And God ordered Moses to conduct a census in order to ascertain their exact number.

A year after Israel’s departure from Egypt, the Lord spoke to Moses in the Tabernacle in the wilderness of Sinai. On the first day of the second month of that year he said, “From the whole community of Israel, record the names of all the warriors by their clans and families. List all the men twenty years old or older who are able to go to war. You and Aaron must register the troops, and you will be assisted by one family leader from each tribe.” – Numbers 1:1-4 NLT

And the number came to 603,550, not including the Levites. Now, nearly 38 years later, the number had not changed dramatically. They could still field 601,730 eligible men for combat duty. God had sustained their numbers all throughout the four decades they had wandered in the wilderness. But Moses points out that while the numbers were relatively the same, the names had changed.

Not one person on this list had been among those listed in the previous registration taken by Moses and Aaron in the wilderness of Sinai. For the Lord had said of them, “They will all die in the wilderness.” Not one of them survived except Caleb son of Jephunneh and Joshua son of Nun. – Numbers 26:64-64 NLT

The previous generation had blown their chance to enter the land of Canaan. Thirty-eight years earlier, they had been given the opportunity to cross the Jordan River and begin the conquest of the land, but they refused. When the spies reported that there were powerful nations occupying the land, the people made the fateful decision to reject God’s offer of an inheritance and decided to return to Egypt instead. But God would not allow them to return to their former enslavement. As punishment for their disobedience, they were doomed to wander through the wilderness until every last one of them had died. The only two members of that generation who would enter the land of Canaan were Caleb and Joshua, the two spies who had tried to convince the people to trust God and obey. But their words had fallen on deaf ears.

Now, 38 years later, those two men would be the sole survivors of the previous generation who would have the privilege and honor of crossing the Jordan River and occupying the land that had been promised to them by God. They had waited four decades, but their hopes and dreams would finally be fulfilled.

Zeal for the Lord

1 After the plague, the Lord said to Moses and to Eleazar the son of Aaron, the priest, 2 “Take a census of all the congregation of the people of Israel, from twenty years old and upward, by their fathers' houses, all in Israel who are able to go to war.” 3 And Moses and Eleazar the priest spoke with them in the plains of Moab by the Jordan at Jericho, saying, 4 “Take a census of the people, from twenty years old and upward,” as the Lord commanded Moses. The people of Israel who came out of the land of Egypt were:

5 Reuben, the firstborn of Israel; the sons of Reuben: of Hanoch, the clan of the Hanochites; of Pallu, the clan of the Palluites; 6 of Hezron, the clan of the Hezronites; of Carmi, the clan of the Carmites. 7 These are the clans of the Reubenites, and those listed were 43,730. 8 And the sons of Pallu: Eliab. 9 The sons of Eliab: Nemuel, Dathan, and Abiram. These are the Dathan and Abiram, chosen from the congregation, who contended against Moses and Aaron in the company of Korah, when they contended against the Lord 10 and the earth opened its mouth and swallowed them up together with Korah, when that company died, when the fire devoured 250 men, and they became a warning. 11 But the sons of Korah did not die.

35 These are the sons of Ephraim according to their clans: of Shuthelah, the clan of the Shuthelahites; of Becher, the clan of the Becherites; of Tahan, the clan of the Tahanites. 36 And these are the sons of Shuthelah: of Eran, the clan of the Eranites. 37 These are the clans of the sons of Ephraim as they were listed, 32,500. These are the sons of Joseph according to their clans.

38 The sons of Benjamin according to their clans: of Bela, the clan of the Belaites; of Ashbel, the clan of the Ashbelites; of Ahiram, the clan of the Ahiramites; 39 of Shephupham, the clan of the Shuphamites; of Hupham, the clan of the Huphamites. 40 And the sons of Bela were Ard and Naaman: of Ard, the clan of the Ardites; of Naaman, the clan of the Naamites. 41 These are the sons of Benjamin according to their clans, and those listed were 45,600.

42 These are the sons of Dan according to their clans: of Shuham, the clan of the Shuhamites. These are the clans of Dan according to their clans. 43 All the clans of the Shuhamites, as they were listed, were 64,400.

44 The sons of Asher according to their clans: of Imnah, the clan of the Imnites; of Ishvi, the clan of the Ishvites; of Beriah, the clan of the Beriites. 45 Of the sons of Beriah: of Heber, the clan of the Heberites; of Malchiel, the clan of the Malchielites. 46 And the name of the daughter of Asher was Serah. 47 These are the clans of the sons of Asher as they were listed, 53,400.

48 The sons of Naphtali according to their clans: of Jahzeel, the clan of the Jahzeelites; of Guni, the clan of the Gunites; 49 of Jezer, the clan of the Jezerites; of Shillem, the clan of the Shillemites. 50 These are the clans of Naphtali according to their clans, and those listed were 45,400.

Chapter 25 of the book of Numbers contains a watershed moment. It details a pivotal point in the lives of the Israelites and in their relationship with God. They stood on the brink of the Promised Land, after 40 years of wandering in the wilderness – their punishment for having doubted God and having listened to the negative report of the spies (Numbers 14:26-31). They were poised to enter the land of promise after years of wandering and waiting. God had just ordained a blessing on their behalf out of the mouth of Balaam, who had been hired to curse them Numbers 24). And while all this was happening, the people were busy aligning themselves with the daughters of Moab. The Expositors Bible Commentary has this to say about this important point in time:

The issue is that of apostasy from the Lord by participation in the debased, sexually centered Canaanite religious rites of Baal worship—that which would become the bane of Israel's experience in the land. This chapter is an end and a beginning. It marks the end of the first generation; it also points to the beginning of a whole new series of wicked acts that will finally lead to Israel's punishment…

The whole scene is reminiscent of what happened when the Law was given to Moses on Mount Sinai. While God was blessing them with the giving of the Law, the people were busy creating a golden calf that they could worship. In other words, they were turning away from God and choosing to replace Him with a god of their own making.

And Numbers 25 reveals the people of Israel doing the same thing all over again. Verse two makes it clear that this was not just about sex, it was about religion.

It started when the women invited the men to their sex-and-religion worship. They ate together and then worshiped their gods. – Numbers 25:2 NLT

Rather than remain set apart as God had commanded, the people were intimately joining themselves with the people of the land. They were violating the commands of God in order to enjoy the sensual and sexual pleasures all around them. And it’s likely that the people justified their actions.

We're just trying to fit in!," some probably said. "We're just being ecumenical!," others claimed. "We don't want to be judgmental," a few might have suggested. Rationalization reigned and the people brought dishonor to the name of God. So God brought a plague on them. He ordered the execution of all those who led this rebellion against His authority. But this thing was so out of hand that one of the Israelites had the audacity to bring one of the Midianite women into camp, right in front of Moses and the people as they wept in front of the tabernacle. He took her straight into his tent. No shame. No remorse. He was totally controlled by his sensual desires.

But one man took action. His name was Phinehas. With spear in hand, Phinehas followed the man into his tent and executed him and his Midianite accomplice. His actions halted the plague that God had sent on the people. And God acknowledges that it was the actions of this one man that spared the lives of the people of Israel. "Phinehas son of Eleazar and grandson of Aaron the priest has turned my anger away from the Israelites by displaying passionate zeal among them on my behalf. So I have stopped destroying all Israel as I had intended to do in my anger" (Numbers 25:11 NLT). Phinehas was motivated by a passionate zeal for God. He was not going to let the name of God get dragged through the mud. The literal translation is "he was zealous with my zeal.”

The emphasis on zeal is meant to stress his passion. The word “zeal” means a “passionate intensity to protect or preserve divine or social institutions.” Phinehas didn't just stand by and watch. He acted. He couldn't contain himself. And the Israelites are fortunate he couldn't contain himself. Because it was his quick response that saved their lives. And that one man’s actions made a dramatic difference in the lives of the Israelites.

That sets up the events of chapter 26. After the plague eliminated 24,000 of the Israelites, God ordered Moses to take a census of the people.

“From the whole community of Israel, record the names of all the warriors by their families. List all the men twenty years old or older who are able to go to war.” – Numbers 26:2 NLT

God was preparing them to cross the border and begin their conquest of the land of Canaan. But he wanted them to know just how many warriors they had to work with. So, Moses and Eleazar canvassed each tribe in order to determine the size of Israel’s fighting force and the number came to 601,730 men. And it would appear that, because of the plague, that number was far less than it had been. It’s impossible to know if all 24,000 who died as a result of the plague had been males older than 20 years of age. But it seems likely that a good portion of the deceased would have been eligible for combat.

Yet, despite the disobedience of the people and the devastating results of the plague, God was providing Moses and Eleazar with the assurance they needed to move forward. If God could conquer the enemy of apostasy with the help of one man, He could certainly deliver the land of Canaan into the hands of the Israelites with more than 600,000 men.

But as will become clear, there was more to this census than determining the size of Israel’s army. These numbers would be used to determine the land allotment once the people entered Canaan. God had increased the number of Israelites dramatically since the day more than 400 years earlier when Jacob and his 70 family members had fled to Egypt to escape the famine in Canaan. God had kept His promise to Abraham and had created a great nation from his son, Isaac. Now, that nation stood poised and prepared to take possession of their inheritance. More than 600,000 strong, they were a formidable force and, with God’s help, they would conquer and dispossess all those godless nations that had taken up residence in the land of promise. But like Phinehas, they would need to display a zeal for the Lord and a willingness to obey His commands. If they did, nothing would be impossible for them.

Taking Sin Seriously

1 While Israel lived in Shittim, the people began to whore with the daughters of Moab. 2 These invited the people to the sacrifices of their gods, and the people ate and bowed down to their gods. 3 So Israel yoked himself to Baal of Peor. And the anger of the Lord was kindled against Israel. 4 And the Lord said to Moses, “Take all the chiefs of the people and hang them in the sun before the Lord, that the fierce anger of the Lord may turn away from Israel.” 5 And Moses said to the judges of Israel, “Each of you kill those of his men who have yoked themselves to Baal of Peor.”

6 And behold, one of the people of Israel came and brought a Midianite woman to his family, in the sight of Moses and in the sight of the whole congregation of the people of Israel, while they were weeping in the entrance of the tent of meeting. 7 When Phinehas the son of Eleazar, son of Aaron the priest, saw it, he rose and left the congregation and took a spear in his hand 8 and went after the man of Israel into the chamber and pierced both of them, the man of Israel and the woman through her belly. Thus the plague on the people of Israel was stopped. 9 Nevertheless, those who died by the plague were twenty-four thousand.

10 And the Lord said to Moses, 11 “Phinehas the son of Eleazar, son of Aaron the priest, has turned back my wrath from the people of Israel, in that he was jealous with my jealousy among them, so that I did not consume the people of Israel in my jealousy. 12 Therefore say, ‘Behold, I give to him my covenant of peace, 13 and it shall be to him and to his descendants after him the covenant of a perpetual priesthood, because he was jealous for his God and made atonement for the people of Israel.’”

14 The name of the slain man of Israel, who was killed with the Midianite woman, was Zimri the son of Salu, chief of a father's house belonging to the Simeonites. 15 And the name of the Midianite woman who was killed was Cozbi the daughter of Zur, who was the tribal head of a father's house in Midian.

16 And the Lord spoke to Moses, saying, 17 “Harass the Midianites and strike them down, 18 for they have harassed you with their wiles, with which they beguiled you in the matter of Peor, and in the matter of Cozbi, the daughter of the chief of Midian, their sister, who was killed on the day of the plague on account of Peor.” – Numbers 25:1-18 ESV

There is no way to escape the fact that this is a graphic and disturbing text. And its close proximity to the oracles of blessing pronounced by God through Balaam makes it all the more difficult to reconcile. In what appears to be a relatively short period of time, King Balak’s hopes of placing Israel under a curse seem to take place without the help of Balaam or any other seer or sage. And the amazing thing is, the Israelites bring it on themselves.

Moses describes the situation in less-than-flattering terms: “ the people began to whore with the daughters of Moab” (Numbers 25:1 ESV). It seems that the residents of Moab had done what their king had not been able to do. They had managed to find a chink in the armor of God’s chosen people, and it involved the two evils of immorality and idolatry. While Balaam had been unsuccessful in pronouncing a curse on the people of God, the citizens of Moab had come up with an ingenious plan for destroying the Israelites from within.

While the Israelites were encamped in the plains of Moab, waiting for the next phase of their conquest of Canaan, the men became distracted by and attracted to the women of Moab. And before long, “the men defiled themselves by having sexual relations with local Moabite women” (Numbers 25:1 NLT).

Concessions were made, compromises were considered, and in no time the set-apart status of the Israelites was eventually jeopardized. What began as illicit sexual encounters between the men of Israel and the women of Moab turned into spiritual adultery and apostasy.

These women invited them to attend sacrifices to their gods, so the Israelites feasted with them and worshiped the gods of Moab. – Numbers 25:2 NLT

Uncontrolled sexual desires led to compromised convictions. Suddenly, the Israelites’ physical allure for the Moabite women created a spiritual attraction for their rogues’ gallery of deities. Forbidden fruit created an insatiable appetite for false gods.

What makes this whole affair so egregious is that it comes fresh on the heels of God’s promise to bless the people of Israel.

“No curse can touch Jacob;
    no magic has any power against Israel.
For now it will be said of Jacob,
    ‘What wonders God has done for Israel!’” – Numbers 23:23 NLT

Balaam had not been allowed to curse them. His “magic” had proven unsuccessful. But the women of Moab had managed to cast a spell on the unsuspecting men of Israel. They simply used their feminine wiles to bewitch the hapless Israelites and cause them to turn their backs on Jehovah. And because men were responsible for the spiritual oversight of their households, it wasn’t long before the apostasy spread throughout the camp.

Israel joined in the worship of Baal of Peor, causing the Lord’s anger to blaze against his people. – Numbers 25:3 NLT

The fallout from this act of unfaithfulness was immediate and widespread. But God quickly intervened, ordering Moses to take immediate action.

“Seize all the ringleaders and execute them before the Lord in broad daylight, so his fierce anger will turn away from the people of Israel.” – Numbers 25:4 NLT

There would be no compromise on God’s part. He would not tolerate sin in the camp of Israel, especially that involving immorality and idolatry. The guilty were to be made examples of, delivering a sobering warning to the rest of the nation of Israel. And Moses was quick to follow God’s instructions, calling on the judges of the tribes of Israel to carry out the executions of all those who had taken part in this act of rebellion against God.

And this is where the story earns its NC-17 rating. What happens next is both shocking and unimaginable. As a result of this corporate act of sin and God’s prescribed solution, the people had been called to gather before the tabernacle. Moses describes the tone as sorrowful, likely because of sorrow for the deaths of some of their sons, fathers, and husbands. Yet as the people wept over their sin and the loss of their loved ones, one of the guilty men did something that is difficult to believe. He brazenly took a Moabite woman into his tent, in full view of Moses and the rest of the assembly. He exhibits no shame and, completely controlled by his sexual desires, he displays no self-control.

He does the unthinkable. Either he was flaunting his personal preferences in the face of Moses and God, or he was so consumed by his physical appetites that he could no longer control himself. The apostle Paul describes such people in condemning terms: “Their god is their appetite, they brag about shameful things, and they think only about this life here on earth” (Philippians 3:19 NLT).

As Moses and the rest of the people looked on in shock, this moral reprobate flaunted his disdain for the holiness of God and rejected his own personal guilt. He shows no regret, remorse, or repentance. But his unprecedented display of disrespect for God got the attention of Phinehas, the son of Eleazar the high priest. This young man was the grandson of Aaron the former high priest and he took his role as servant of God seriously. Unwilling to stand back and watch this affront to God’s holiness take place, he took matters into his own hands – literally. 

…he jumped up and left the assembly. He took a spear and rushed after the man into his tent. Phinehas thrust the spear all the way through the man’s body and into the woman’s stomach. – Numbers 25:7-8 NLT

The actions of this man were more than an uncontrolled sexual encounter with a pagan woman. They were engaged in an act of worship associated with Baal, the false god of the Moabites. Sexual promiscuity was a regular feature in the rites and rituals associated with this pagan deity. But Phinehas refused to turn a blind eye to their immorality and idolatry, executing the guilty couple on the spot. And Moses indicates that the quick action of Phinehas brought an end to a plague that had already ravaged the lives of 24,000 Israelites.

And due to his actions, Phinehas received a covenant promise from God.

“Phinehas son of Eleazar and grandson of Aaron the priest has turned my anger away from the Israelites by being as zealous among them as I was. So I stopped destroying all Israel as I had intended to do in my zealous anger. Now tell him that I am making my special covenant of peace with him. In this covenant, I give him and his descendants a permanent right to the priesthood, for in his zeal for me, his God, he purified the people of Israel, making them right with me.” – Numbers 25:11-13 NLT

Phinehas was rewarded for his efforts. This young man had executed the righteous judgment of God but, in so doing, had spared the nation from further deaths. God’s anger was satisfied and the sins of the nation were atoned for. But God was not done carrying out His judgment. Because the woman found in the tent was of Midianite extraction, God ordered that the Midianites be completely destroyed for the role they played in Israel’s rebellion against Him.

“Attack the Midianites and destroy them, because they assaulted you with deceit and tricked you into worshiping Baal of Peor, and because of Cozbi, the daughter of a Midianite leader, who was killed at the time of the plague because of what happened at Peor.” – Numbers 25:17-18 NLT

In a sense, Cozbi had accomplished what Balaam had failed to do. She and the other Midianite and Moabite women had successfully cursed a portion of the Israelite camp by luring them into immorality and idolatry. And while this resulted in the deaths of 24,000 Israelites, it did nothing to thwart God’s plans to bless them and provide them with the inheritance He had promised to them. It would be the Moabites and Midianites who suffered the greatest losses due to this fateful event. But God would prove faithful to His covenant promises to Israel.

A Vision of Things to Come

15 And he took up his discourse and said,

“The oracle of Balaam the son of Beor,
    the oracle of the man whose eye is opened,
16 the oracle of him who hears the words of God,
    and knows the knowledge of the Most High,
who sees the vision of the Almighty,
    falling down with his eyes uncovered:
17 I see him, but not now;
    I behold him, but not near:
a star shall come out of Jacob,
    and a scepter shall rise out of Israel;
it shall crush the forehead of Moab
    and break down all the sons of Sheth.
18 Edom shall be dispossessed;
    Seir also, his enemies, shall be dispossessed.
    Israel is doing valiantly.
19 And one from Jacob shall exercise dominion
    and destroy the survivors of cities!”

20 Then he looked on Amalek and took up his discourse and said,

“Amalek was the first among the nations,
    but its end is utter destruction.”

21 And he looked on the Kenite, and took up his discourse and said,

“Enduring is your dwelling place,
    and your nest is set in the rock.
22 Nevertheless, Kain shall be burned
    when Asshur takes you away captive.”

23 And he took up his discourse and said,

“Alas, who shall live when God does this?
24     But ships shall come from Kittim
and shall afflict Asshur and Eber;
    and he too shall come to utter destruction.”

25 Then Balaam rose and went back to his place. And Balak also went his way. – Numbers 24:15-25 ESV

Balaam, the seer, had seen and heard all he needed to determine the will of Jehovah. No more altars were necessary and there was no need to spill the blood of another animal. God had made Himself perfectly clear and had left nothing up to doubt or debate. While King Balak was still holding out hope that a curse of the Israelites was forthcoming, In a sense, Balaam was saying, “I can see clearly now!”

“This is the message of Balaam son of Beor,
    the message of the man whose eyes see clearly,
the message of one who hears the words of God,
    who has knowledge from the Most High,
who sees a vision from the Almighty,
    who bows down with eyes wide open…” – Numbers 24:15-16 NLT

There was no further need to consult with the Lord. This newly enlightened soothsayer was transformed into a spokesman of God and given a series of disturbing prophecies to deliver to King Balak. First, true to his reputation as a seer, Balaam spoke of seeing an individual whose arrival was sometime in the foreseeable future.

“I see him, but not now;
    I behold him, but not near…” – Numbers 24:17 ESV

And Balaam informs King Balak that the origins of this coming one would be of a supernatural nature and accompanied by kingly authority.

“…a star shall come out of Jacob,
    and a scepter shall rise out of Israel…” – Numbers 24:17 ESV

From the very people group that Balak had hoped to curse would come a future king.

“That stars could be used metaphorically for kings is suggested by Isaiah 14:12, where the king of Babylon is called ‘Day Star’, and Revelation 22:16, which calls Jesus ‘the offspring of David, the bright morning star.’ That a king is meant here is confirmed by the second line of the couplet: a sceptre shall rise out of Israel, a sceptre being part of the royal insignia (Ps. 45:6; Amos 1:5,8; Gen. 49:10).” – Gordon J. Wenham, Numbers, Tyndale Old Testament Commentaries

And that king will “crush the forehead of Moab” (Numbers 24:17 ESV). This appears to be a reference to the king of Moab, the title held by Balak. This bit of bad news only confirmed Balak’s earlier suspicions and further fueled his desire to see the Israelites cursed. They were a direct threat to his rule and reign.

But the news only gets worse. Balaam goes on to mention the sons of Sheth as well as the kingdoms of Edom and Seir. This coming king would break down and dispossess them all.

“Edom will be taken over,
    and Seir, its enemy, will be conquered,
    while Israel marches on in triumph.” – Numbers 24:18 NLT

No one would be able to stand against God’s appointed leader and His chosen people. That included the Amalekites and the Kenites. This future king would be powerful and successful in leading the Israelites against all the inhabitants of the land of Canaan. And this prophecy was right in line with the blessing that Jacob had given to his son Judah centuries earlier.

“The scepter will not depart from Judah,
    nor the ruler’s staff from his descendants,
until the coming of the one to whom it belongs,
    the one whom all nations will honor.” – Genesis 49:10 NLT

Whether he realized it or not, Balaam was being used by God to confirm that very prophecy. The promise of a future king who would come from the tribe of Judah was still yet to be fulfilled. There is sense in which much of this prophecy was fulfilled under the reign of King David, a member of the tribe of Judah. David would prove to be a warrior-king whose military victories helped put Israel on the map politically speaking. He would expand the boundaries of Israel through military conquest and create one of the most powerful nations on the face of the earth at that time. And he would bequeath that nation to his son, Solomon, who would continue to build and expand the kingdom of Israel. But the day would come when Solomon’s kingdom would be divided in half, never again to enjoy its former glory. So, the final phase of Balaam’s prophecy remains unfulfilled.

“Alas, who can survive
    unless God has willed it?
Ships will come from the coasts of Cyprus;
    they will oppress Assyria and afflict Eber,
but they, too, will be utterly destroyed.” – Numbers 24:23-24 NLT

This appears to be a reference to future kingdoms that will come to power in the region and attempt to overthrow God’s people. But even these powers-to-be will meet a similar fate as the Moabites, Kenites, and Edomites. They will be utterly destroyed by God’s people with the help of the “star” who holds the “scepter” in his hand. And the book of Revelation predicts this coming time when a descendant of Jacob from the tribe of Judah will bring victory over all of Israel’s enemies once and for all.

To all who are victorious, who obey me to the very end,

To them I will give authority over all the nations.
They will rule the nations with an iron rod
    and smash them like clay pots.

They will have the same authority I received from my Father, and I will also give them the morning star! – Revelation 2:26-28 NLT

And in Revelation 22, the apostle John provides insight into the identity of “the morning star.”

“I, Jesus, have sent my angel to give you this message for the churches. I am both the source of David and the heir to his throne. I am the bright morning star.” – Revelation 22:16 NLT

Jesus is the one of whom Balaam prophesied. He is the one who will bring destruction to the enemies of Israel. And the apostle John was given a vision of this end-times event, which he recorded in the book of Revelation.

Then I saw heaven opened, and a white horse was standing there. Its rider was named Faithful and True, for he judges fairly and wages a righteous war. His eyes were like flames of fire, and on his head were many crowns. A name was written on him that no one understood except himself. He wore a robe dipped in blood, and his title was the Word of God. The armies of heaven, dressed in the finest of pure white linen, followed him on white horses. From his mouth came a sharp sword to strike down the nations. He will rule them with an iron rod. He will release the fierce wrath of God, the Almighty, like juice flowing from a winepress. On his robe at his thigh was written this title: King of all kings and Lord of all lords. – Revelation 19:11-16 NLT

There is no way that Balaam understood the full import of his words. He had no way of seeing into the future and identifying this conquering king to come. But once he had delivered his Spirit-inspired message to King Balak, he went on his way. And Balak was left to consider the words of Jehovah and the impact they might have on his life and kingdom.

Our Faithful God

27 And Balak said to Balaam, “Come now, I will take you to another place. Perhaps it will please God that you may curse them for me from there.” 28 So Balak took Balaam to the top of Peor, which overlooks the desert. 29 And Balaam said to Balak, “Build for me here seven altars and prepare for me here seven bulls and seven rams.” 30 And Balak did as Balaam had said, and offered a bull and a ram on each altar.

1 When Balaam saw that it pleased the Lord to bless Israel, he did not go, as at other times, to look for omens, but set his face toward the wilderness. 2 And Balaam lifted up his eyes and saw Israel camping tribe by tribe. And the Spirit of God came upon him, 3 and he took up his discourse and said,

“The oracle of Balaam the son of Beor,
    the oracle of the man whose eye is opened,
4 the oracle of him who hears the words of God,
    who sees the vision of the Almighty,
    falling down with his eyes uncovered:
5 How lovely are your tents, O Jacob,
    your encampments, O Israel!
6 Like palm groves that stretch afar,
    like gardens beside a river,
like aloes that the Lord has planted,
    like cedar trees beside the waters.
7 Water shall flow from his buckets,
    and his seed shall be in many waters;
his king shall be higher than Agag,
    and his kingdom shall be exalted.
8 God brings him out of Egypt
    and is for him like the horns of the wild ox;
he shall eat up the nations, his adversaries,

    and pierce them through with his arrows.
9 He crouched, he lay down like a lion

10 And Balak's anger was kindled against Balaam, and he struck his hands together. And Balak said to Balaam, “I called you to curse my enemies, and behold, you have blessed them these three times. 11 Therefore now flee to your own place. I said, ‘I will certainly honor you,’ but the Lord has held you back from honor.” 12 And Balaam said to Balak, “Did I not tell your messengers whom you sent to me, 13 ‘If Balak should give me his house full of silver and gold, I would not be able to go beyond the word of the Lord, to do either good or bad of my own will. What the Lord speaks, that will I speak’? 14 And now, behold, I am going to my people. Come, I will let you know what this people will do to your people in the latter days.” – Numbers 23:27-24:14 ESV

The third time is the charm, or so Balak hoped. In his relentless effort to have Balaam curse the Israelites, Balak suggested that they try their luck at a third location. He still harbored hopes that they might be able to convince Jehovah to change His mind and curse His own people. In a sense, he was attempting to treat God as he had Balaam; by trying to buy Him off. Balak seemed to believe that deities were no different than humans and were susceptible to bribes and influence peddling. He had already authorized the construction of 14 altars and the sacrifice of 56 bulls and seven rams in an attempt to sway the mind of God. And his obsession with defeating the Israelites drove him to up the ante one more time.

But on this occasion, Balaam refused to seek the will of Jehovah because he already knew what the answer would be. The seer had already determined that nothing would convince the God of Israel to do anything but bless His people. Balak’s sacrifices were an exercise in futility and a waste of time.

Rather than follow Balak to Mount Peor, Balaam headed to the wilderness, where it appears he was given a vision by God. As he lay prostrate on the ground, the Holy Spirit opened his eyes to see the Israelites “camping tribe by tribe” (Numbers 24:2 ESV). In the previous accounts, Balaam had stood on higher ground and seen a portion of the Israelite camp with his own eyes. But this time, he was given a vision that allowed him to see each and every one of the 12 tribes of Israel, and this Spirit-induced dream was accompanied by yet another message from God.

“This is the message of Balaam son of Beor,
    the message of the man whose eyes see clearly,
the message of one who hears the words of God,
    who sees a vision from the Almighty,
    who bows down with eyes wide open…” – Numbers 24:3-4 NLT

Balaam was left without any doubts regarding the countless number of Israelites camped in the plains of Moab. He was given a panoramic vision of the entire nation of Israel and was overwhelmed by what he saw.

“How beautiful are your tents, O Jacob;
    how lovely are your homes, O Israel!
They spread before me like palm groves,
    like gardens by the riverside.
They are like tall trees planted by the Lord,
    like cedars beside the waters…” – Numbers 24:5-6 NLT

In his trance-like state, Balaam envisioned Israel as tall trees planted by the hand of God. They grew tall and strong beside the waters, and they were cared for by their divine gardener.

“He will pour the water out of his buckets,
and their descendants will be like abundant water;
their king will be greater than Agag,
and their kingdom will be exalted.” – Numbers 24:7 NET

As God had promised to Abraham centuries earlier, He was going to bless His people and transform them into a mighty nation.

“I will make of you a great nation, and I will bless you and make your name great, so that you will be a blessing. I will bless those who bless you, and him who dishonors you I will curse…” – Genesis 12:2-3 ESV

God had delivered them from their captivity in Egypt and had been leading them through the wilderness for the last four decades. But soon, they would no longer be wanderers in the wilderness but citizens of a mighty kingdom ruled over by a powerful king. The promised blessings of Jehovah would be fully realized and there was nothing anyone could do to prevent this predetermined outcome.

“God brought them out of Egypt.
They have, as it were, the strength of a young bull;
they will devour hostile people,
and will break their bones,
and will pierce them through with arrows.” – Numbers 24:8 NET

Once again, Balak was receiving far-from-pleasant news from his hired gun. Rather than pronouncing a curse on Israel, Balaam was singing the praises of their God and warning against any attempts to do them harm. None of this was what Balak wanted to hear. And to make matters worse, Balaam describes God as a hungry apex predator, waiting to attack and destroy any who would dare stand against His will. And, quoting from Jehovah’s covenant promise to Abraham, Balaam provides Balak with one final warning against trying to curse the Israelites. 

“Blessed are those who bless you,
    and cursed are those who curse you.” – Numbers 24:9 ESV

Israel was favored by God and there was nothing Balaam or anyone else could do to alter that fact. Their future was in the hands of Jehovah. He had great plans for them and He would see to it that the covenant promises He made to Abraham were fully fulfilled.

But Balak refused to accept Balaam’s assessment and angrily fired his disappointing diviner. He reneged on his promise of reward and sent Balaam home empty-handed.

“I called you to curse my enemies! Instead, you have blessed them three times. Now get out of here! Go back home! I promised to reward you richly, but the Lord has kept you from your reward.” – Numbers 24:10-11 NLT

But before he departed, Balaam had one more thing to say to his former employer. He reminded Balak that from the very beginning he had been open and above board about his inability to curse the Israelites. He had warned Balak that regardless of how much reward he was offered, he “would be powerless to do anything against the will of the Lord” (Numbers 24:13 NLT). While Balaam confessed that he could be easily bought off, Jehovah was not susceptible to bribes. The God of Israel had made promises to His people and He would faithfully fulfill them, despite anyone’s attempts to deter or dissuade Him.

As Balaam prepared to return home, he gave Balak one final series of messages that would leave the over-confident king in a state of despair and disillusionment. Not only would God never curse His own people, but He would use them to pour out curses on the nations of Canaan. This wandering band of former slaves would become a force to be reckoned with, as Jehovah carried out His promise to transform them into a mighty nation and gift them the land of Canaan as their home. God would keep every covenant commitment He had made to Abraham, including the promise of many descendants and the gift of a homeland.

“Look as far as you can see in every direction—north and south, east and west. I am giving all this land, as far as you can see, to you and your descendants as a permanent possession. And I will give you so many descendants that, like the dust of the earth, they cannot be counted! Go and walk through the land in every direction, for I am giving it to you.” – Genesis 13:14-17 NLT

Man Rages and God Laughs

13 And Balak said to him, “Please come with me to another place, from which you may see them. You shall see only a fraction of them and shall not see them all. Then curse them for me from there.” 14 And he took him to the field of Zophim, to the top of Pisgah, and built seven altars and offered a bull and a ram on each altar. 15 Balaam said to Balak, “Stand here beside your burnt offering, while I meet the Lord over there.” 16 And the Lord met Balaam and put a word in his mouth and said, “Return to Balak, and thus shall you speak.” 17 And he came to him, and behold, he was standing beside his burnt offering, and the princes of Moab with him. And Balak said to him, “What has the Lord spoken?” 18 And Balaam took up his discourse and said,

“Rise, Balak, and hear;
    give ear to me, O son of Zippor:
19 God is not man, that he should lie,
    or a son of man, that he should change his mind.
Has he said, and will he not do it?
    Or has he spoken, and will he not fulfill it?
20 Behold, I received a command to bless:
    he has blessed, and I cannot revoke it.
21 He has not beheld misfortune in Jacob,
    nor has he seen trouble in Israel.
The Lord their God is with them,
    and the shout of a king is among them.
22 God brings them out of Egypt
    and is for them like the horns of the wild ox.
23 For there is no enchantment against Jacob,
    no divination against Israel;
now it shall be said of Jacob and Israel,
    ‘What has God wrought!’
24 Behold, a people! As a lioness it rises up
    and as a lion it lifts itself;
it does not lie down until it has devoured the prey
    and drunk the blood of the slain.”

25 And Balak said to Balaam, “Do not curse them at all, and do not bless them at all.” 26 But Balaam answered Balak, “Did I not tell you, ‘All that the Lord says, that I must do’?” – Numbers 23:13-26 ESV

Balak was doggedly determined in his efforts to have the Israelites cursed. And he seems to have believed that Balaam’s reluctance to do so was based on fear of their overwhelming numbers. After all, from his earlier vantage point, Balaam had stressed the size of the Israelite camp.

“I see them from the cliff tops;
    I watch them from the hills.
I see a people who live by themselves,
    set apart from other nations.
Who can count Jacob’s descendants, as numerous as dust?
    Who can count even a fourth of Israel’s people?” – Numbers 23:9-10 NLT

So, Balak suggested a change of venue where Balaam’s view of the Israelite encampment might be somewhat restricted. Perhaps if the seer saw fewer Israelites he would be less wary of issuing a curse on them.

“Please come with me to another place, from which you may see them. You shall see only a fraction of them and shall not see them all. Then curse them for me from there.” – Numbers 23:13 NLT

Balak’s desperation was at an all-time high, and he was willing to do anything to ensure that his hired diviner carried out his assignment. He even built seven more altars and sacrificed an additional seven bulls in the hopes that this location might create the right environment for Balaam to conjure up a devastating curse on the enemy camp. But, once again, Balaam informed the king that he would have to consult Jehovah, the God of the Israelites.

“Stand here by your burnt offerings while I go over there to meet the Lord.” – Numbers 23: 15 NLT

By this point, Balaam knew that he would be a fool to do anything that angered Israel’s God. It wasn’t the size of Israel’s camp that scared Balaam; it was the power of their God. Yet, there seems to be a part of Balaam that hoped he could convince Jehovah to change His mind. Why else would he agree to offer additional sacrifices and call on Jehovah yet again? He must have harbored hopes that this time would be different.

But, unlike Balaam, God would prove to be unchanging in His covenant commitment to Israel. He was not fickle or easily swayed to change His mind. So, when Balaam heard from God a second time, the message he received was aimed directly at Balak and it contained a stern lesson concerning God’s faithfulness and His commitment to bless His chosen people. There was nothing Balaam or Balak could do to alter His plans for the nation of Israel.

First, God had Balaam teach Balaam the doctrine of divine immutability.

“Rise up, Balak, and listen!
    Hear me, son of Zippor.
God is not a man, so he does not lie.
    He is not human, so he does not change his mind.
Has he ever spoken and failed to act?
    Has he ever promised and not carried it through?” – Numbers 23:18-19 NLT 

Jehovah was not anything like the false gods that Balak worshiped. He wasn’t a human on steroids, a mere man with supernatural powers and a flawed character. Israel’s God was otherworldly and without equal. He could not be bought off, coerced, or expected to do anything that would violate His divine will.

And Balaam delivered the less-than-encouraging news that there was nothing he could do to thwart God’s plans for Israel.

“God has blessed, and I cannot reverse it!
No misfortune is in his plan for Jacob;
    no trouble is in store for Israel.
For the Lord their God is with them;
    he has been proclaimed their king.” – Numbers 23:20-21 NLT

This not-so-subtle point was aimed directly at Balak. God was letting this inconsequential king know he was no match for the one true King. Balak was outclassed and out of his league. His paltry army and insignificant kingdom were up against the God of the universe and the odds were totally against him. And Balaam was forced to admit that his parlor tricks would be of no use against the all-powerful God of Israel.

“God brought them out of Egypt;
    for them he is as strong as a wild ox.
No curse can touch Jacob;
    no magic has any power against Israel.” – Numbers 23:22-23 NLT

Whether Balaam realized it or not, he was echoing the failures of the Egyptian magicians who had tried to replicate the supernatural miracles of Moses.

So Moses and Aaron did just as the Lord had commanded them. When Aaron raised his hand and struck the ground with his staff, gnats infested the entire land, covering the Egyptians and their animals. All the dust in the land of Egypt turned into gnats. Pharaoh’s magicians tried to do the same thing with their secret arts, but this time they failed. – Exodus 8:17-18 NLT

Magicians and magistrates are powerless against Jehovah. Human kings and kingdoms have no hope of victory against the King of kings. And the psalmist pointed out the futility of attempting to wage war against the Almighty.

Why do the nations rage
    and the peoples plot in vain?
The kings of the earth set themselves,
    and the rulers take counsel together,
    against the Lord and against his Anointed, saying,
“Let us burst their bonds apart
    and cast away their cords from us.”

He who sits in the heavens laughs;
    the Lord holds them in derision.
Then he will speak to them in his wrath,
    and terrify them in his fury, saying,
“As for me, I have set my King
    on Zion, my holy hill.” – Psalm 2:1-6 ESV

The King on Zion had one last bit of bad news for the king of Moab. And this final part of the message must have left Balak on the verge of depression.

“For now it will be said of Jacob,
    ‘What wonders God has done for Israel!’
These people rise up like a lioness,
    like a majestic lion rousing itself.
They refuse to rest
    until they have feasted on prey,
    drinking the blood of the slaughtered!” – Numbers 23:23-24 NLT

Desperate to find a silver lining on this dark cloud of depressing news, Balak pleaded with Balaam, “if you won’t curse them, at least don’t bless them!” (Numbers 23:25 NLT). He was grasping for any semblance of hope among all the doom and gloom of Balaam’s latest message. But, once again, the hapless sage was forced to confess his powerlessness to do anything that would conflict with God’s will.

“Didn’t I tell you that I can do only what the Lord tells me?” – Numbers 23:26 NLT

But it will become evident that Balak was just as unchanging and immutable as Jehovah. Unwilling to take no for an answer, the stubborn potentate would try one last time to convince Balaam to curse the Israelites. It was his only hope. But his stubbornness would prove to be no match for God’s covenant faithfulness.

God’s Unlikely Spokesman

And Balaam said to him, “I have arranged the seven altars and I have offered on each altar a bull and a ram.” 5 And the Lord put a word in Balaam’s mouth and said, “Return to Balak, and thus you shall speak.” 6 And he returned to him, and behold, he and all the princes of Moab were standing beside his burnt offering. 7 And Balaam took up his discourse and said,

“From Aram Balak has brought me,
    the king of Moab from the eastern mountains:
‘Come, curse Jacob for me,
    and come, denounce Israel!’
8 How can I curse whom God has not cursed?
    How can I denounce whom the Lord has not denounced?
9 For from the top of the crags I see him,
    from the hills I behold him;
behold, a people dwelling alone,
    and not counting itself among the nations!
10 Who can count the dust of Jacob
    or number the fourth part of Israel?
Let me die the death of the upright,
    and let my end be like his!”

11 And Balak said to Balaam, “What have you done to me? I took you to curse my enemies, and behold, you have done nothing but bless them.” 12 And he answered and said, “Must I not take care to speak what the Lord puts in my mouth?” – Numbers 23:1-12 ESV

In the following two chapters, Moses will reveal a series of oracles or divine pronouncements from Jehovah but delivered through Balaam, a pagan and profit-hungry diviner. For whatever reason, God had chosen to use this unworthy vessel to deliver a series of blessings upon His chosen people, the nation of Israel. And this unexpected turn of events would leave King Balak in a state of confusion and rage. After all, he had offered Balaam a sizeable reward to pronounce a curse upon the unwelcome Israelites who had invaded his realm.

This story, recorded by Moses for the benefit of the people of Israel, was meant to accentuate the sovereign will of God and provide encouragement to the Israelites. In it, God reveals His unparalleled power over any and all forces that might attempt to stand against His chosen people. Jehovah could utilize any and all resources to accomplish His divine will, including a pagan diviner who had hoped to score a big payday from King Balak by issuing a curse on the Israelites.

Neither Balak nor Balaam were a threat to the people of God. They were both nothing more than pawns in the hand of the all-powerful, all-knowing Jehovah. No curse uttered by this pseudo-prophet would have made any impact on God’s people. Yet, much to Balaam’s surprise and Balak’s chagrin, God would use this imposter to deliver a series of powerful and irreversible blessings on the descendants of Abraham.   

“The most arresting element of the introductory section is in the words ‘God met with him’ (v. 4) and ‘the LORD put a message in Balaam’s mouth’ (v. 5). Despite the pagan and unsavory actions of this ungodly man, the Lord deigns to meet with him and to speak through him. This is utterly remarkable. We often say that God will never use an unclean vessel. This is not quite accurate. God may use whatever vessel he wishes; the issue concerns what happens to an unclean vessel when God has finished using it for his purposes.” – Ronald B. Allen, “Numbers.” In Genesis—Numbers. It is no coincidence that, earlier in the story, God spoke to Balaam through a donkey. When the revered soothsayer had been unable to see the angel of God standing in his path with a drawn sword, Balaam’s donkey had seen the danger and veered away from the danger. This prompted Balaam to beat the donkey severely and, much to his surprise, the donkey responded by questioning Balaam’s unjust treatment. Much to Balaam’s surprise, the donkey spoke to him. This “dumb” beast held a reasoned and well-articulated conversation with a man who was renowned for his ability to “speak” with the gods. 

And now, Jehovah would use Balaam to deliver His divinely ordained words of blessings on Israel. Through the lips of this pagan oracle from Aram, God would issue a series of powerful messages concerning the fate of His chosen people. And each time Balaam opened his mouth, his hopes of making a profit diminished and Balak’s anger increased exponentially.

The whole scene has a somewhat theatrical flavor to it. One can almost sense Balaam’s desire to buy himself time. He is still harboring some hope of turning this entire affair in his favor. He has not given up on the idea of issuing a curse and gaining his reward. So, he buys himself time by having Balak set up an elaborate altar complex.

“Build me seven altars here, and prepare seven young bulls and seven rams for me to sacrifice.” – Numbers 23:1 NLT

This bit of showmanship was probably intended to impress Balak. It had all the trappings of a cultic sacrificial ceremony and would have given Balak the impression that Balaam was preparing to call down the wrath of the gods upon the unsuspecting Israelites. Balaam encouraged Balak’s hopes by offering a series of blood sacrifices on the altars, signifying his attempt to call on divine aid. But nothing happened.

By this time, Balaam knew that he was dealing with the one true God and he would have to seek His will. So, he left Balak standing by his blood-soaked altars and went to the top of a nearby hill to see if Jehovah had a word for him.

“Stand here by your burnt offerings, and I will go to see if the Lord will respond to me. Then I will tell you whatever he reveals to me.” – Numbers 23:3 NLT

And Jehovah didn’t disappoint. Moses states that “God met Balaam” (Numbers 23:4 ESV) and the Almighty gave him a message to deliver to Balak. And Balaam must have felt a sense of panic and fear as he heard the words he was to repeat to the king. This was not going to go well. But Balaam, motivated by his earlier vision of the well-armed angel, wisely obeyed God’s command and delivered the message he had been given.

God had Balaam begin by recounting the nature of Balak’s request.

“Balak summoned me to come from Aram;
    the king of Moab brought me from the eastern hills.
‘Come,’ he said, ‘curse Jacob for me!
    Come and announce Israel’s doom.’” – Numbers 23:7 NLT

Then, he dropped the bombshell.

“But how can I curse those
    whom God has not cursed?
How can I condemn those
    whom the Lord has not condemned?” – Numbers 23:8 NLT

This was not what Balak wanted to hear. And it was going to get worse. What Balaam said next would leave the king in a rage. Rather than hearing a pronouncement of doom, Balak would have to listen to Balaam wax eloquent about Israel’s numbers and seemingly charmed status as a nation. They were blessed by God.

“I see them from the cliff tops;
    I watch them from the hills.
I see a people who live by themselves,
    set apart from other nations.
Who can count Jacob’s descendants, as numerous as dust?
    Who can count even a fourth of Israel’s people?” – Numbers 23:9-10 NLT

This rather cryptic-sounding message was crystal clear to Balak. The Israelites were uniquely gifted people who enjoyed the favor of their God. Their extensive numbers were evidence that Jehovah’s hand was upon them and no one would be able to stand against them. And Balaam makes things even worse when he states his own jealousy of their status as God’s chosen people.

“Let me die like the righteous;
    let my life end like theirs.” – Numbers 23:10 NLT

What Balaam didn’t realize was that the words God had given him to speak were intended to reflect the words of the promise God had given to Abraham centuries earlier.

“Leave your native country, your relatives, and your father’s family, and go to the land that I will show you. I will make you into a great nation. I will bless you and make you famous, and you will be a blessing to others.  I will bless those who bless you and curse those who treat you with contempt. All the families on earth will be blessed through you.” – Genesis 12:1-3 NLT

God had Balaam express his own desire to be blessed rather than cursed. To stand against the people of God was a death sentence. Anyone who chose to resist them would face the judgment of God. And Balaam was learning the painful lesson that any attempt on his part to curse God’s people would end in futility and failure.

But Balak was incensed. He felt that Balaam had deceived him.

“What have you done to me? I brought you to curse my enemies. Instead, you have blessed them!” – Numbers 23:11 NLT

And yet, Balaam admitted that he was powerless to resist the sovereign will of Jehovah. He was dealing with a force that was unlike anything he had ever encountered before. And he confessed that he was unwilling to the will of God.

“I will speak only the message that the Lord puts in my mouth.” – Numbers 23:12 NLT

This so-called “wise” man was increasing in wisdom with each passing minute. And while it is doubtful that his original intention had been to call on the name of Jehovah, he had now discovered that the God of Israel and His chosen people were not to be trifled with.

A Reckless Path

22 But God's anger was kindled because he went, and the angel of the Lord took his stand in the way as his adversary. Now he was riding on the donkey, and his two servants were with him. 23 And the donkey saw the angel of the Lord standing in the road, with a drawn sword in his hand. And the donkey turned aside out of the road and went into the field. And Balaam struck the donkey, to turn her into the road. 24 Then the angel of the Lord stood in a narrow path between the vineyards, with a wall on either side. 25 And when the donkey saw the angel of the Lord, she pushed against the wall and pressed Balaam's foot against the wall. So he struck her again. 26 Then the angel of the Lord went ahead and stood in a narrow place, where there was no way to turn either to the right or to the left. 27 When the donkey saw the angel of the Lord, she lay down under Balaam. And Balaam's anger was kindled, and he struck the donkey with his staff. 28 Then the Lord opened the mouth of the donkey, and she said to Balaam, “What have I done to you, that you have struck me these three times?” 29 And Balaam said to the donkey, “Because you have made a fool of me. I wish I had a sword in my hand, for then I would kill you.” 30 And the donkey said to Balaam, “Am I not your donkey, on which you have ridden all your life long to this day? Is it my habit to treat you this way?” And he said, “No.”

31 Then the Lord opened the eyes of Balaam, and he saw the angel of the Lord standing in the way, with his drawn sword in his hand. And he bowed down and fell on his face. 32 And the angel of the Lord said to him, “Why have you struck your donkey these three times? Behold, I have come out to oppose you because your way is perverse before me. 33 The donkey saw me and turned aside before me these three times. If she had not turned aside from me, surely just now I would have killed you and let her live.” 34 Then Balaam said to the angel of the Lord, “I have sinned, for I did not know that you stood in the road against me. Now therefore, if it is evil in your sight, I will turn back.” 35 And the angel of the Lord said to Balaam, “Go with the men, but speak only the word that I tell you.” So Balaam went on with the princes of Balak.

36 When Balak heard that Balaam had come, he went out to meet him at the city of Moab, on the border formed by the Arnon, at the extremity of the border. 37 And Balak said to Balaam, “Did I not send to you to call you? Why did you not come to me? Am I not able to honor you?” 38 Balaam said to Balak, “Behold, I have come to you! Have I now any power of my own to speak anything? The word that God puts in my mouth, that must I speak.” 39 Then Balaam went with Balak, and they came to Kiriath-huzoth. 40 And Balak sacrificed oxen and sheep, and sent for Balaam and for the princes who were with him.

41 And in the morning Balak took Balaam and brought him up to Bamoth-baal, and from there he saw a fraction of the people. – Numbers 22:22-41 ESV

Balaam appears to believe that he still might come out of this a very rich man because the text tells us that God was not happy with Balaam – even after giving him permission to go with the servants of Balak.

But God was furious that Balaam was going, so he sent the angel of the LORD to stand in the road to block his way. – Numbers 22:22 NLT

What was the cause of God’s anger? After all, it was God who told Balaam, “Since these men have come for you, get up and go with them” (Numbers 22:20 NLT). It would appear that Balaam was simply following the Lord’s instructions. But there was more going on in Balaam’s heart and mind than meets the eye. God knew that Balaam had concocted a plan that would allow him to profit from this unique once-in-a-lifetime situation. 

Balaam was greedy and hoped to make money by cursing the people of God. He was a false prophet who thought he could turn a profit by disobeying God. The apostle Peter provides some much-needed insight into Balaam’s motivation that helps to explain God’s anger.

They have wandered off the right road and followed the way of Balaam son of Beor, who loved to earn money by doing wrong. But Balaam was stopped from his mad course when his donkey rebuked him with a human voice. – 2 Peter 2:15-16 NLT

Balaam's problem was that of greed. He was attempting to line his own pockets by masquerading as a prophet of God. This pagan diviner was little more than a con man who had made a healthy income posing as a spiritual sage who could level curses – for a price. But Balaam was in for a surprise. Jehovah, the God of the Israelites, whom he hoped to curse, had his number. God knew exactly what was going on in Balaam’s heart. The apostle Paul warned Timothy about the ever-present danger of letting the love of money influence one’s behavior.

…the love of money is the root of all kinds of evil. And some people, craving money, have wandered from the true faith and pierced themselves with many sorrows. – 1 Timothy 6:10 NLT

God permitted Balaam to go with the servants of Balak, but only as a test. And since God already knew the content of Balaam’s heart, this test was meant for Balaam’s enlightenment. This prideful man was about to get a much-needed lesson in God’s holiness and his own sinfulness.

As Balaam and his escorts made their way to visit Balaak, God sent an angel with a sword to block their path. But was oblivious to this divine encounter. Maybe he was so blinded by greed that he was unable to see the servant of God standing right in front of him, sword in hand. Yet the donkey on which Balaam rode saw the angel and refused to go forward, much to his master's chagrin. Balaam was so spiritually insensitive that it didn’t even register to him that he was having a conversation with an animal.

God had to open Balaam's eyes so he could see the perilous nature of the situation. With Balaam cowering at his feet, the angel told Balaam, "I have come to block your way because you are stubbornly resisting me" (Numbers 22:32 NLT).

Speaking as an official agent of Jehovah, the angel revealed the nature of his mission. He was there to prevent Balaam from carrying out his plan. A more accurate translation of the angel's words might be: "the path you are taking is a reckless one." Balaam had made the decision to go against the revealed will of God – all for a little financial gain. The angel had been sent by God to prevent Balaam from carrying out his ill-conceived plan.

Sadly, the donkey had more insight than the diviner. The man who was supposed to have special access to the gods had failed to see an armed angel of Jehovah standing right in front of him. But once his eyes were opened to the danger he faced, Balaam appears to have repented.

"I have sinned. I did not realize you were standing in the road to block my way. I will go back home if you are against my going." – Numbers 22:34 NLT

But the only sin that Balaam seems to have confessed was his failure to see the angel standing in his way. He confessed the sin of ignorance. But he never acknowledged his greed or admitted his plan to disobey the will of God. Balaam offered to turn back, but only because the angel had disclosed the reckless nature of his plan. Everything about Balaam’s intentions was wrong. He was greedy. His whole reason for going with the servants of Balak was to figure out a way to fulfill the request of the king of the Moabites and make himself rich.

Despite Balaam’s insincere confession, the angel gives him permission to continue his journey.

“Go with these men, but say only what I tell you to say.” – Numbers 22:35 NLT

Balaam had his marching orders and they required Balaam to speak only when spoken to by God. He was not to add his two cents or dare to utter a word that had not been given to him by Jehovah. And this would prove to be another test for the materialistic-minded and headstrong Balaam.

King Balak was relieved to see that Balaam had arrived and questioned his guest about his lengthy delay. He couldn’t understand why Balaam had not jumped at the chance to pad his bank account with the sizeable reward he had offered to pay.

“Didn’t I send you an urgent invitation? Why didn’t you come right away?” Balak asked Balaam. “Didn’t you believe me when I said I would reward you richly?” – Numbers 22:37 NLT

Even Balak seemed to know about Balaam’s love affair with money. But with the words of the angel still fresh in his mind, Balaam informed Balak that his lips were sealed. Any hope of him issuing a curse was off the table unless he received permission from Jehovah.

“Look, now I have come, but I have no power to say whatever I want. I will speak only the message that God puts in my mouth.” – Numbers 22:38 NLT

The situation will become increasingly tenser for Balaam. He knew exactly what Balak wanted him to do, but he also knew that he could do nothing without Jehovah’s permission. And as he joined King Balak in his camp, he could look out over the plains of Moab and see the host of Israelites like locusts in a field. And it’s likely that Balaam had no love for these unwanted interlopers. And as he gazed at their vast numbers, Balaam probably saw dollar signs. He couldn’t resist thinking about the rich reward that lay within reach if he could simply figure out a way to do what Balak wanted and curse Israel.

Don’t Mess With Jehovah

1 Then the people of Israel set out and camped in the plains of Moab beyond the Jordan at Jericho. 2 And Balak the son of Zippor saw all that Israel had done to the Amorites. 3 And Moab was in great dread of the people, because they were many. Moab was overcome with fear of the people of Israel. 4 And Moab said to the elders of Midian, “This horde will now lick up all that is around us, as the ox licks up the grass of the field.” So Balak the son of Zippor, who was king of Moab at that time, 5 sent messengers to Balaam the son of Beor at Pethor, which is near the River in the land of the people of Amaw, to call him, saying, “Behold, a people has come out of Egypt. They cover the face of the earth, and they are dwelling opposite me. 6 Come now, curse this people for me, since they are too mighty for me. Perhaps I shall be able to defeat them and drive them from the land, for I know that he whom you bless is blessed, and he whom you curse is cursed.”

7 So the elders of Moab and the elders of Midian departed with the fees for divination in their hand. And they came to Balaam and gave him Balak's message. 8 And he said to them, “Lodge here tonight, and I will bring back word to you, as the Lord speaks to me.” So the princes of Moab stayed with Balaam. 9 And God came to Balaam and said, “Who are these men with you?” 10 And Balaam said to God, “Balak the son of Zippor, king of Moab, has sent to me, saying, 11 ‘Behold, a people has come out of Egypt, and it covers the face of the earth. Now come, curse them for me. Perhaps I shall be able to fight against them and drive them out.’” 12 God said to Balaam, “You shall not go with them. You shall not curse the people, for they are blessed.” 13 So Balaam rose in the morning and said to the princes of Balak, “Go to your own land, for the Lord has refused to let me go with you.” 14 So the princes of Moab rose and went to Balak and said, “Balaam refuses to come with us.”

15 Once again Balak sent princes, more in number and more honorable than these. 16 And they came to Balaam and said to him, “Thus says Balak the son of Zippor: ‘Let nothing hinder you from coming to me, 17 for I will surely do you great honor, and whatever you say to me I will do. Come, curse this people for me.’” 18 But Balaam answered and said to the servants of Balak, “Though Balak were to give me his house full of silver and gold, I could not go beyond the command of the Lord my God to do less or more. 19 So you, too, please stay here tonight, that I may know what more the Lord will say to me.” 20 And God came to Balaam at night and said to him, “If the men have come to call you, rise, go with them; but only do what I tell you.” 21 So Balaam rose in the morning and saddled his donkey and went with the princes of Moab. – Numbers 22:1-21 ESV

God was leading the people of Israel ever closer to the borders of Canaan. The day was drawing nearer when they would be expected to cross over the Jordan River and begin their conquest of the land promised to them by God as their rightful inheritance. And all the battles in which they had recently been engaged had been meant to prepare them for the confrontations they would face in the conquest of their new homeland. While God had designated Canaan as their future home, it would not come without a fight or apart from faith in the power and providence of God.

News of the Israelites’ recent victory over the Amorites had begun to spread and the surrounding nations began to grow wary of this new kid on the block. The reputation of the Israelites had begun to change. They were no longer viewed as just a large but seemingly harmless group of former slaves and sheep herders. They had proved themselves to be a formidable fighting force that could easily overwhelm the small nation-states that occupied Canaan and the surrounding lands. With their conquest of the Amorites, the Israelites had become a real and present danger.

The Jordan River formed the eastern border of the land of Canaan, so when the Israelites set up camp on the plains of Moab, they were within “spitting distance” of the promised land. But news of their arrival soon reached the ears of Balak, the king of Moab, and he was not pleased.

Balak son of Zippor, the Moabite king, had seen everything the Israelites did to the Amorites. And when the people of Moab saw how many Israelites there were, they were terrified. The king of Moab said to the elders of Midian, “This mob will devour everything in sight, like an ox devours grass in the field!” – Numbers 22:2-4 NLT

The Israelites had descended upon Moab like a plague of locusts and Balak feared the worst. He realized that a group this large would need a source of food and envisioned them plundering the surrounding farms, orchards, and vineyards in order to fill their stomachs. Motivated by his growing sense of dread, Balak reached out to the elder of nearby Midian in an attempt to form an alliance against their newfound enemy.

When the Israelites had first appeared within the borders of Moab, the Moabites had extended a degree of tolerance, accepting payment in return for food and water. They probably assumed the Israelites would move on to greener pastures. But when Balak heard that the Israelites had set up camp on the plains, he became more than a bit concerned about the long-term implications of this latest report.

Unwilling to take on the Israelites in a head-to-head battle, he came up with a less risky plan. He sent for a diviner named Balaam. This man was some sort of pagan magician or soothsayer, and he had a reputation for being able to issue curses. This led Balak to send emissaries to Balaam with the following message:

“Please come and curse these people for me because they are too powerful for me. Then perhaps I will be able to conquer them and drive them from the land. I know that blessings fall on any people you bless, and curses fall on people you curse.” – Numbers 22:6 NLT

Nowhere in the text does it indicate that Balaam was a worshiper of Yahweh, the God of the Israelites. But he was believed to have supernatural abilities that allowed him to pronounce blessings and curses at will. And Balak wanted this powerful “wizard” to work his magic and call down a curse on the host of Israelites camping on his doorstep. 

Balak is not specific regarding the nature of the curse he has in mind, but it seems that he was hoping for some kind of spell that might weaken the Israelite forces and make their defeat easier. In a sense, he was looking for a miracle. And he was willing to pay for it. No doubt, Balak believed that Balaam would invoke the assistance of some kind of deity or supernatural power. He seemed to understand that the defeat of the Israelites would require divine intervention. 

When the envoys delivered the money and Balak’s message to Balaam, this so-called diviner agreed to consider the king’s proposition. But first, he asked for time to consult “the Lord” (Numbers 22:8 ESV). What’s interesting about this statement, is that Balaam used the proper name of Israel’s God – יְהֹוָה (Yᵊhōvâ). This doesn’t mean that Balaam was a worshiper of Jehovah, but may simply indicate that he knew the name of Israel’s God and was going to begin by seeking that deity’s permission to issue the curse. Rather than pit one god against another, Balaam was going to attempt to turn Israel’s God against them. But Balaam never got a chance to solicit an opinion from Jehovah because God came calling on him.

That night God came to Balaam and asked him, “Who are these men visiting you?” – Numbers 22:9 NLT

God was already aware of the situation but He went ahead and asked Balaam to summarize what was going on, beginning with the identity and mission of the visitors. This nocturnal encounter must have caught Balaam by surprise. There’s even a question of whether Balaam had ever intended to seek a word from Jehovah. It seems much more likely that Balaam would have returned to the messengers with some story he had concocted overnight. But instead, God showed up and provided this self-proclaimed prophet with a message meant solely for him.

“Do not go with them. You are not to curse these people, for they have been blessed!” – Numbers 22:12 NLT

Balaam was to show these men the door. And God made it crystal clear that the last thing Balaam should consider doing was to issue a curse on the people of Israel. It’s not that God feared Balaam’s curse, but that Balaam needed to know that Israel was under God’s blessing. It was Balaam who needed to be afraid because God had promised to curse anyone who treated Abraham’s descendants with contempt.

“I will bless those who bless you and curse those who treat you with contempt. All the families on earth will be blessed through you.” – Genesis 12:3 NLT

Even a fake curse would be met with God’s vengeance. If Balaam had decided to make a quick buck by going with the men and pronouncing a curse on the Israelites, he would have come to regret it. And Balaam didn’t take this word from Jehovah lightly. He may have been a false prophet but he recognized a real prophecy when He heard one. So, the next morning, he delivered to Balak’s messengers some disappointing news.

“Go on home! The Lord will not let me go with you.” – Numbers 22:13 NLT

But when the envoys returned with the bad news, Balak refused to accept. Desperate for divine help, he sent an even larger contingent of dignitaries to persuade Balaam and they were armed with an even greater offer of reward. Yet, Balaam remained adamant and refused to accept their bribe.

“Even if Balak were to give me his palace filled with silver and gold, I would be powerless to do anything against the will of the Lord my God. But stay here one more night, and I will see if the Lord has anything else to say to me.” – Numbers 22:18-19 NLT

At this point, it appears as if Balaam has had a “come-to-Jesus-moment.” He now refers to Jehovah as “my God.” Something has happened. This pagan prognosticator has suddenly realized that Jehovah is the one true God. Unlike all the other times Balaam had sought divine help, this time he had gotten an actual answer. Jehovah, the God of Israel had spoken, and Balaam was not about to risk angering an actual, bonified deity.

As before, Balaam invites the men to spend the night and agrees to seek additional insight from Jehovah. And during the night, God spoke to Balaam again.

That night God came to Balaam and told him, “Since these men have come for you, get up and go with them. But do only what I tell you to do.” – Numbers 22:20 NLT

And having heard from the Lord, Balaam did just as he was told.

…the next morning Balaam got up, saddled his donkey, and started off with the Moabite officials. – Numbers 22:21 NLT

Yet, as the next verse will point out, “God was angry that Balaam was going…” (Numbers 22:22 NLT). This pseudo-prophet was about to learn a painful lesson on the sovereignty and omniscience of Jehovah. The God of the Israelites was not some figment of man’s imagination but the all-powerful, all-knowing God of the universe. He had seen into Balaam’s heart and knew exactly what this pride-filled and profit-hungry man was thinking. Balaam was still hoping to cash in on this opportunity and was already formulating a plan to give Balak what he wanted while lining his own pockets.

Boot Camp for the Coming Battle

21 Then Israel sent messengers to Sihon king of the Amorites, saying, 22 “Let me pass through your land. We will not turn aside into field or vineyard. We will not drink the water of a well. We will go by the King's Highway until we have passed through your territory.” 23 But Sihon would not allow Israel to pass through his territory. He gathered all his people together and went out against Israel to the wilderness and came to Jahaz and fought against Israel. 24 And Israel defeated him with the edge of the sword and took possession of his land from the Arnon to the Jabbok, as far as to the Ammonites, for the border of the Ammonites was strong. 25 And Israel took all these cities, and Israel settled in all the cities of the Amorites, in Heshbon, and in all its villages. 26 For Heshbon was the city of Sihon the king of the Amorites, who had fought against the former king of Moab and taken all his land out of his hand, as far as the Arnon. 27 Therefore the ballad singers say,

“Come to Heshbon, let it be built;
    let the city of Sihon be established.
28 For fire came out from Heshbon,
    flame from the city of Sihon.
It devoured Ar of Moab,
    and swallowed the heights of the Arnon.
29 Woe to you, O Moab!
    You are undone, O people of Chemosh!
He has made his sons fugitives,
    and his daughters captives,
    to an Amorite king, Sihon.
30 So we overthrew them;
    Heshbon, as far as Dibon, perished;
    and we laid waste as far as Nophah;
    fire spread as far as Medeba.”

31 Thus Israel lived in the land of the Amorites. 32 And Moses sent to spy out Jazer, and they captured its villages and dispossessed the Amorites who were there. 33 Then they turned and went up by the way to Bashan. And Og the king of Bashan came out against them, he and all his people, to battle at Edrei. 34 But the Lord said to Moses, “Do not fear him, for I have given him into your hand, and all his people, and his land. And you shall do to him as you did to Sihon king of the Amorites, who lived at Heshbon.” 35 So they defeated him and his sons and all his people, until he had no survivor left. And they possessed his land. – Numbers 21:21-35 ESV

This is the Numbers’ version of the story of Israel’s unfortunate confrontation with the Sihon, the king of the Amorites. It’s also recorded in Deuteronomy 2, but in this rendition, Moses reveals that “Israel settled in all the cities of the Amorites, in Heshbon, and in all its villages” (Numbers 21:25 ESV). Not only did they conquer the Amorites, but they confiscated their cities and villages and moved into them. For the first time since leaving Egypt 39 years earlier, the Israelites found themselves living in real houses and enjoying all the amenities of a semi-settled existence.

On this occasion, they refused to walk away from a fight as they had in Edom because the territory of the Amorites provided the only access point to the land of promise. The Amorites were attempting to block the Israelites’ way to their inheritance. And while Moses tried to reason with Sihon, he soon discovered that brute force would be the only negotiating tool that got the king’s attention.

God provided the Israelites with a decisive victory over the Amorites, and Moses makes it clear that the land Israel conquered and confiscated had originally belonged to the Moabites. This is significant because, according to Deuteronomy 2, God had commanded the Israelites to avoid any conflict with the Moabites and had forbidden them from attempting to occupy any of their land. The territory of the Moabites was off-limits and under a divine ban.

“Do not bother the Moabites, the descendants of Lot, or start a war with them. I have given them Ar as their property, and I will not give you any of their land.” – Deuteronomy 2:9 NLT

But it appears that God provided Moses with a special dispensation regarding these cities and villages because Sihon had stolen them from the Moabites. These lands had transferred hands and, technically, no longer belonged to the Moabites.

Heshbon had been the capital of King Sihon of the Amorites. He had defeated a former Moabite king and seized all his land as far as the Arnon River. – Numbers 21:26 NLT

This transfer of ownership officially rendered the land open for conquest and occupation. But Moses points out that the Israelites went as far as the border of the Ammonites and no further. This is because the Israelites had been forbidden from taking any land belonging to the Ammonites or Moabites. These two people groups were the descendants of the two sons born to Lot through his incestuous relationship with his own daughters (Genesis 19:34-38).

But God had been explicit when issuing His prohibition about Moabite and Ammonite land.

“Do not bother the Moabites, the descendants of Lot, or start a war with them. I have given them Ar as their property, and I will not give you any of their land.” – Deuteronomy 2:9 NLT

“Today you will cross the border of Moab at Ar and enter the land of the Ammonites, the descendants of Lot. But do not bother them or start a war with them. I have given the land of Ammon to them as their property, and I will not give you any of their land.” – Deuteronomy 19:18-19 NLT

The land occupied by the Moabites and Ammonites was not part of the inheritance God had promised to Abraham. So, there was really no need for Israel to get comfortable on this side of the river. Their land lay to the west and would be theirs soon enough.

But for the time being, God allowed them to live in the cities and villages they had taken from the Amorites. And Moses relates the lyrics of a so-called “Song of Heshbon,” a ballad that had been composed by the Amorites commemorating Sihon’s defeat of the Moabites.

“Come to Heshbon and let it be rebuilt!
    Let the city of Sihon be restored.
A fire flamed forth from Heshbon,
    a blaze from the city of Sihon.
It burned the city of Ar in Moab;
    it destroyed the rulers of the Arnon heights.
What sorrow awaits you, O people of Moab!
    You are finished, O worshipers of Chemosh!
Chemosh has left his sons as refugees,
    his daughters as captives of Sihon, the Amorite king.
We have utterly destroyed them,
    from Heshbon to Dibon.
We have completely wiped them out
    as far away as Nophah and Medeba.” – Numbers 21:27-29 NLT

This little ditty provided justification for Israel’s occupation of the former Moabite cities because they had originally been stolen and occupied by the Amorites. So, technically, Israel had not violated God’s decree.

Notice that Moses is very specific with his wording.

“Thus Israel lived in the land of the Amorites.” – Numbers 21:31 ESV

And God allowed Israel to continue their conquest of additional Amorite-occupied land. He also provided them with decisive victories over the kingdom of Bashan.

“So the Lord our God handed King Og and all his people over to us, and we killed them all. Not a single person survived. We conquered all sixty of his towns—the entire Argob region in his kingdom of Bashan. Not a single town escaped our conquest. These towns were all fortified with high walls and barred gates. We also took many unwalled villages at the same time. We completely destroyed the kingdom of Bashan, just as we had destroyed King Sihon of Heshbon. We destroyed all the people in every town we conquered—men, women, and children alike. But we kept all the livestock for ourselves and took plunder from all the towns. – Deuteronomy 3:3-7 NLT

Israel’s wandering days were over. And with these battles, God was giving them on-the-job training, preparing them for the day when they crossed over the Jordan River and began their conquest of the land of Canaan. These victories on the east side of the Jordan were less about land acquisition than they were about providing the Israelites with much-needed military experience. They were learning how to conduct urban warfare. They were developing tactical strategies and honing their skills as warriors. And their access to well-fortified cities provided them with protection from their growing list of enemies. Until God gave them their marching orders to cross the Jordan, they would live on the east side and fine-tune their fighting skills.

Growing Confidence

10 And the people of Israel set out and camped in Oboth. 11 And they set out from Oboth and camped at Iye-abarim, in the wilderness that is opposite Moab, toward the sunrise. 12 From there they set out and camped in the Valley of Zered. 13 From there they set out and camped on the other side of the Arnon, which is in the wilderness that extends from the border of the Amorites, for the Arnon is the border of Moab, between Moab and the Amorites. 14 Therefore it is said in the Book of the Wars of the Lord,

“Waheb in Suphah, and the valleys of the Arnon,
15 and the slope of the valleys
that extends to the seat of Ar,
and leans to the border of Moab.”

16 And from there they continued to Beer; that is the well of which the Lord said to Moses, “Gather the people together, so that I may give them water.” 17 Then Israel sang this song:

“Spring up, O well!—Sing to it!—
18 the well that the princes made,
that the nobles of the people dug,
with the scepter and with their staffs.”

And from the wilderness they went on to Mattanah, 19 and from Mattanah to Nahaliel, and from Nahaliel to Bamoth, 20 and from Bamoth to the valley lying in the region of Moab by the top of Pisgah that looks down on the desert. – Numbers 21:10-20 ESV

Having been denied safe passage through the land of Edom, the Israelites had attempted to make their way through the Negev. But their efforts were hampered by the Canaanites who occupied that territory. So, they reversed their steps and headed east around the borders of Edom and on to the western borders of Moab. This would have been a long and circuitous journey that left the Israelites frustrated by their slow progress. It was an unexpected and unwelcome detour that required the people of God to extend their time in the wilderness. But there was a reason for this delay. God was waiting for the last of the rebellious generous that had refused to enter Canaan the first time to die off. In the book of Deuteronomy, Moses recalls the nearly 40-year death march the Israelites were forced to make because of their disobedience to God’s command.

“Thirty-eight years passed from the time we first left Kadesh-barnea until we finally crossed the Zered Brook! By then, all the men old enough to fight in battle had died in the wilderness, as the Lord had vowed would happen. The Lord struck them down until they had all been eliminated from the community.” – Deuteronomy 2:14-15 NLT

And as that earlier generation slowly died off, the time was growing closer when the next crop of Israelites would face the decision to obey God and enter the land of Canaan. But as they drew closer to Canaan’s border, God warned the people to give the people of Moab a wide berth.

“Do not bother the Moabites, the descendants of Lot, or start a war with them. I have given them Ar as their property, and I will not give you any of their land.” – Deuteronomy 2:9 NLT

When the very last member of the earlier generation died, the Israelites were given permission to cross the border of Moab and enter the land of Ammon,

“Today you will cross the border of Moab at Ar and enter the land of the Ammonites, the descendants of Lot. But do not bother them or start a war with them. I have given the land of Ammon to them as their property, and I will not give you any of their land.’” – Deuteronomy 2:18-19 NLT

As before, the Israelites were to refrain from taking any land from the Ammonites. These people were close relatives of the Israelites and God declared their property to be off limits. God had awarded Lot’s descendants this land and the Israelites had no claim to it.

But the day came when God ordered the Israelites to begin their conquest of the land of Canaan. The older generation was gone and, after a nearly 40-year delay, it was time for God’s people to obey His command and enter the land of promise.

“Then the Lord said, ‘Now get moving! Cross the Arnon Gorge. Look, I will hand over to you Sihon the Amorite, king of Heshbon, and I will give you his land. Attack him and begin to occupy the land. Beginning today I will make people throughout the earth terrified because of you. When they hear reports about you, they will tremble with dread and fear.’” – Deuteronomy 2:24-25 NLT

Moses attempted to negotiate a treaty with Sihon, the king of the Amorites, but he was not interested in peace talks. That’s when God informed Moses to drop the peace overtures and have the people pick up their weapons.

“Look, I have begun to hand King Sihon and his land over to you. Begin now to conquer and occupy his land.” – Deuteronomy 2:31 NLT

And the victory was overwhelming. Moses indicates that “the Lord our God handed him over to us, and we crushed him, his sons, and all his people.  We conquered all his towns and completely destroyed everyone—men, women, and children. Not a single person was spared” (Deuteronomy 2:33-34 NLT).

Moses refers to “the Book of the Wars of the Lord” (Numbers 21:14 ESV. This was a record of Israel’s victories in the form of songs. The people were just beginning to witness the overwhelming power of God on their behalf. This victory over the Amorites was to be the first of many and it was intended to promote a sense of hope and confidence among the people of God. 

After their defeat of the Amorites, the Israelites continued on to Beer, where God quenched the thirst of the people with refreshing water. And the people responded in grateful song.

“Spring up, O well!
    Yes, sing its praises!
Sing of this well,
    which princes dug,
which great leaders hollowed out
    with their scepters and staffs.” – Numbers 21:17-18 NLT

Israel was experiencing a sense of renewed confidence as they witnessed firsthand the power and providence of God. He was graciously preparing them for the days ahead and helping them to understand that anything was possible when they placed their faith in Him.

But while they were getting closer to the land of Canaan, they were not quite ready to take on the challenged that lie across the border. So, God continue to prepare them for the difficult days ahead.

Their enthusiasm, while admirable, would not be enough to bring victory against the nations living in Canaan. What the Israelites really needed was increased confidence in the power of God. Ultimately, the conquest of the land would be up to Him. They were going to need to learn to trust Him implicitly. Cockiness was not an acceptable substitute for confidence in God.

Faith Is the Victory

1 When the Canaanite, the king of Arad, who lived in the Negeb, heard that Israel was coming by the way of Atharim, he fought against Israel, and took some of them captive. 2 And Israel vowed a vow to the Lord and said, “If you will indeed give this people into my hand, then I will devote their cities to destruction.” 3 And the Lord heeded the voice of Israel and gave over the Canaanites, and they devoted them and their cities to destruction. So the name of the place was called Hormah.

4 From Mount Hor they set out by the way to the Red Sea, to go around the land of Edom. And the people became impatient on the way. 5 And the people spoke against God and against Moses, “Why have you brought us up out of Egypt to die in the wilderness? For there is no food and no water, and we loathe this worthless food.” 6 Then the Lord sent fiery serpents among the people, and they bit the people, so that many people of Israel died. 7 And the people came to Moses and said, “We have sinned, for we have spoken against the Lord and against you. Pray to the Lord, that he take away the serpents from us.” So Moses prayed for the people. 8 And the Lord said to Moses, “Make a fiery serpent and set it on a pole, and everyone who is bitten, when he sees it, shall live.” 9 So Moses made a bronze serpent and set it on a pole. And if a serpent bit anyone, he would look at the bronze serpent and live. Numbers 21:1-9 ESV

One of the things the Israelites seemed to quickly forget was that their presence in the wilderness was their own fault. God had led them from Egypt to the edge of the land of promise 40 years earlier, but they had decided that entrance into the land was way too risky. The 12 spies they had in to reconnoiter the land had returned with a conflicting report concerning conditions in Canaan.

“We entered the land you sent us to explore, and it is indeed a bountiful country—a land flowing with milk and honey. Here is the kind of fruit it produces. But the people living there are powerful, and their towns are large and fortified. We even saw giants there, the descendants of Anak!” – Numbers 13:27-28 ESV

The second half of their report left the Israelites dejected and demoralized. Despite the news that this land was fertile and filled with abundant fruit, the presence of “giants” was too much for the Israelites. And the spies fed their doubts and anxieties by confirming their worst fears.

“We can’t go up against them! They are stronger than we are!” So they spread this bad report about the land among the Israelites: “The land we traveled through and explored will devour anyone who goes to live there. All the people we saw were huge. We even saw giants there, the descendants of Anak. Next to them we felt like grasshoppers, and that’s what they thought, too!” – Numbers 13:31-33 ESV

These rumors succeeded in convincing the Israelites that God’s promise of victory over their enemies was impossible. Rather than enter the land and risk certain death, they decided it would make more sense to return to Egypt. This bit of twisted logic earned them the wrath of God. He made the fateful decision to allow that entire generation to spend the rest of their lives wandering aimlessly in the wilderness until none of them was left. They would not be allowed to enter Canaan or return to Egypt. Instead, they would spend the remaining days of their lives in a kind of existential limbo that lasted four decades.

During that time, both Miriam and Aaron died. Many of their friends and family members succumbed to the effects of old age and illness. And they all discovered that life in the wilderness was no picnic. Their persistent presence near the borders of Canaan had attracted the attention of the land’s occupants. These nations had heard the rumors about this massive host of people who had escaped from Egypt and were headed their way. It is likely that they knew the Israelites to be the descendants of Jacob and were afraid that they would be looking to find a place to live. This was a migrant problem of epic proportions. The thought of two million-plus Israelites invading their borders caused these nations to react with fear and brute force.

The last chapter revealed that the Edomites sent a large army to dissuade the Israelites from attempting to pass through their land. They wanted nothing to do with them. And now, “The Canaanite king of Arad, who lived in the Negev, heard that the Israelites were approaching on the road through Atharim. So he attacked the Israelites and took some of them as prisoners” (Numbers 21:2 NLT). Nothing was going well for the Israelites. As a nation, they were persona non grata. They had no home and were finding the nations outside the borders of Canaan to be just as dangerous as the “giants“ they had refused to confront. Their refusal to enter the land had come with serious repercussions.

Yet, there is one glimmer of hope in this dark period of Israel’s existence. Their self-inflicted troubles caused them to call out to God. When some of their people were captured by the forces of the king of Arad, the Israelites begged God to come to their aid. And what’s interesting to note is that these very same people who had seen the odds in Canaan as insurmountable were suddenly ready to take on all comers. They even made a vow to completely annihilate the opposition if God would come to their aid.

“If you will hand these people over to us, we will completely destroy all their towns.” – Numbers 21:2 NLT

What makes this even more fascinating is that the Israelites had been here before. Thirty-eight years earlier, after having refused to enter the land of Canaan the first time, God had sentenced them to their life of wandering in the wilderness. In response to this death sentence from God, they quickly changed their minds and decided to enter the land after all. But Moses warned them that it was too late.

“Why are you now disobeying the Lord’s orders to return to the wilderness? It won’t work. Do not go up into the land now. You will only be crushed by your enemies because the Lord is not with you. When you face the Amalekites and Canaanites in battle, you will be slaughtered. The Lord will abandon you because you have abandoned the Lord.” – Numbers 14:41-43 NLT

But the people refused to listen, and “defiantly pushed ahead toward the hill country, even though neither Moses nor the Ark of the Lord’s Covenant left the camp” (Numbers 14:44 NLT). The result was a rout. The Israelites were soundly defeated because they attempted to take on their enemies without God’s permission or help.

Now, 38 years later, they decided to seek God’s assistance, and He “heard the Israelites’ request and gave them victory over the Canaanites. The Israelites completely destroyed them and their towns” (Numbers 22:3 NLT). Amazingly, what they had feared was impossible four decades earlier, was actually quite easy when they did it God’s way. Their victory was assured when they chose to seek God’s permission and assistance.

But even after that exhilarating display of God’s power, they quickly reverted to their old habit of complaining about their lot in life. While they had enjoyed a great victory, they were not allowed to occupy the towns they had conquered. Instead, they had to backtrack to Mount Hor and then travel further south and east in order to skirt the borders of Edom. They had gotten a taste of success, but still found themselves cursed to wander through the wilderness. Those conquered cities and villages were not theirs to occupy.

And as the people made the long trek around Edom, the thrill of victory soon gave way to the agony of defeat and despair.

…the people grew impatient with the long journey, and they began to speak against God and Moses. “Why have you brought us out of Egypt to die here in the wilderness?” they complained. “There is nothing to eat here and nothing to drink. And we hate this horrible manna!” – Numbers 21:4-5 NLT

The incessant wandering they had brought on themselves soon led to discontentment and dissidence with God’s will. They were not happy with the way things were going and they let Moses know. And God let them have it. He sent a plague of poisonous snakes among them, and soon the bodies of the dead began to pile up. And suddenly, the people were singing a different tune.

“We have sinned by speaking against the Lord and against you. Pray that the Lord will take away the snakes.” – Numbers 21:7 NLT

God’s judgment produced a confession. The people repented of their sin and begged Moses to intercede on their behalf and ask God to remove the curse of the snakes. And when Moses sought God, he was given the following instructions.

“Make a replica of a poisonous snake and attach it to a pole. All who are bitten will live if they simply look at it!” – Numbers 21:8 NLT

This rather strange command makes it appear as if God was asking Moses to make an idol. But the serpent on a stick was not meant to be worshiped. It was intended to be a test of their faith.

God did not answer their request to remove the snakes. In fact, He indicated that the snakes would continue to do what He had sent them to do. They would keep inflicting pain, suffering, and death upon the Israelites as punishment for their ingratitude and dishonor of His holiness. What God did was create a rather bizarre plan for receiving deliverance over certain death. When bitten, all the people had to do was look at the serpent on the pole and they would be healed. But that simple glance would require faith.

God did not remove the penalty for their sins. They would still be bitten by the snakes. But now they had a means of receiving life rather than death. The bite of the snake would no longer prove deadly. But the secret to receiving life rather than death was faith – the belief that God could and would heal. And that faith required the one who had been bitten to look their death sentence in the face. They had to turn their eyes to the pole and see their condemnation on public display. And if they refused, they would die.

And the apostle John would later record the words of Jesus where He stated that this entire scene in the wilderness was meant to foreshadow His coming and His substitutionary death on the cross.

…the Son of Man has come down from heaven. And as Moses lifted up the bronze snake on a pole in the wilderness, so the Son of Man must be lifted up, so that everyone who believes in him will have eternal life. – John 3:13-15 NLT

When a sinner looks at the cross, he sees the wrath of God poured out on the sins of mankind. Jesus was not the cause of our death but the means of our victory over it. He bore our sins so that we might not have to pay for them with our own lives. And that is exactly what the apostle Paul told the believers in Corinth.

God made Him who knew no sin to be sin on our behalf, so that in Him we might become the righteousness of God. – 2 Corinthians 5:21 BSB

And Peter would state the same blessed hope.

He himself bore our sins in his body on the tree, that we might die to sin and live to righteousness. By his wounds you have been healed. – 1 Peter 2:24 ESV

And the key to victory over death is faith. One must “believe in Him” to be saved. The Israelites had only to look at the serpent on the pole to be saved from death. And all those under the death sentence that comes as a result of sin need only look at the cross of Christ to receive life everlasting.

It should be noted that this entire scene began with the people complaining about the manna that God had graciously given as a source of life. Their ingratitude was met with God’s judgment. They had refused His offer of the bread of life and faced the sting of death. And the only means of salvation would be faith in His mercy and grace.

“The bread is a picture of Jesus; as the Bread of Heaven he is the proper nourisher of his people. The bronze snake is a picture of Jesus, who became sin for us as he hung on that awful tree. The manna had to be eaten. The snake had to be seen. The commands of Scripture are for doing. The manna was no good if left to rot. The metal snake would not avail if none looked at it. 14 Moses sent messengers from Kadesh to the king of Edom: “Thus says your brother Israel: You know all the hardship that we have met: 15 how our fathers went down to Egypt, and we lived in Egypt a long time. And the Egyptians dealt harshly with us and our fathers. 16 And when we cried to the Lord, he heard our voice and sent an angel and brought us out of Egypt. And here we are in Kadesh, a city on the edge of your territory. 17 Please let us pass through your land. We will not pass through field or vineyard, or drink water from a well. We will go along the King’s Highway. We will not turn aside to the right hand or to the left until we have passed through your territory.” 18 But Edom said to him, “You shall not pass through, lest I come out with the sword against you.” 19 And the people of Israel said to him, “We will go up by the highway, and if we drink of your water, I and my livestock, then I will pay for it. Let me only pass through on foot, nothing more.” 20 But he said, “You shall not pass through.” And Edom came out against them with a large army and with a strong force. 21 Thus Edom refused to give Israel passage through his territory, so Israel turned away from him.

22 And they journeyed from Kadesh, and the people of Israel, the whole congregation, came to Mount Hor. 23 And the Lord said to Moses and Aaron at Mount Hor, on the border of the land of Edom, 24 “Let Aaron be gathered to his people, for he shall not enter the land that I have given to the people of Israel, because you rebelled against my command at the waters of Meribah. 25 Take Aaron and Eleazar his son and bring them up to Mount Hor. 26 And strip Aaron of his garments and put them on Eleazar his son. And Aaron shall be gathered to his people and shall die there.” 27 Moses did as the Lord commanded. And they went up Mount Hor in the sight of all the congregation. 28 And Moses stripped Aaron of his garments and put them on Eleazar his son. And Aaron died there on the top of the mountain. Then Moses and Eleazar came down from the mountain. 29 And when all the congregation saw that Aaron had perished, all the house of Israel wept for Aaron thirty days. – Numbers 20:14-29 ESV

The Israelites were nearing their final destination and as they approached the borders of Canaan, God was cleaning house. Chapter 20 opens with the death of Miriam. But the end of the chapter records the death of her brother, Aaron, the high priest of Israel. He too was disciplined by God for his part in the affair at Meribah. God had accused both Aaron and Moses of treating Him disrespectfully before the people.

“Because you did not believe in me, to uphold me as holy in the eyes of the people of Israel, therefore you shall not bring this assembly into the land that I have given them.” – Numbers 20:12 ESV

While Moses had been the one to strike the rock three times in anger, Aaron had done nothing to stop his brother from disobeying God’s command. God had clearly communicated His orders to both men.

“You and Aaron must take the staff and assemble the entire community. As the people watch, speak to the rock over there, and it will pour out its water. You will provide enough water from the rock to satisfy the whole community and their livestock.” – Numbers 20:8 NLT

But Moses and Aaron were fed up with the constant bickering and complaining of the people. Despite what God had ordered them to do, they were going to use this God-ordained miracle as an opportunity to teach the people a lesson.

Then he and Aaron summoned the people to come and gather at the rock. “Listen, you rebels!” he shouted. “Must we bring you water from this rock?” Then Moses raised his hand and struck the rock twice with the staff, and water gushed out. So the entire community and their livestock drank their fill. – Numbers 20:10-11 NLT

Moses, speaking on behalf of himself and his brother, tried to leave the impression that they were the ones who would meet the Israelite's needs by providing water from the rock. In essence, they tried to rob God of glory. Then, by striking the rock rather than speaking to it, Moses violated the command of God. And God would hold both men accountable for their actions.

It was on the southern border of the land of Edom that God delivered the devastating news to Aaron and Moses.

“He will not enter the land I am giving the people of Israel, because the two of you rebelled against my instructions concerning the water at Meribah.” – Numbers 20:24 NLT

In a rather sobering ceremony atop Mount Hor, Moses took the priestly robes off of Aaron and gave them to Aaron’s son, Eleazar. It appears from the text that Aaron did not get to live out the rest of his life wandering in the wilderness, but died on top of the mountain while Moses and Eleazar looked on. They descended the mountain without him and the people of Israel mourned his death for 30 days.

Now Moses was alone. For nearly 40 years he had led the people of Israel with the help of his brother and sister, but their deaths had left him with the sole responsibility of getting the people of Israel to the land of Canaan. But Moses knew that he was never going to set foot in the land because of his role in the affair at Meribah. Like Aaron, he would be denied access to the land of promise and breathe his last breath in the wilderness.

But Moses continued to fulfill the duties God had given to him some four decades earlier. He mourned the loss of his brother but then set about leading the people of Israel to the border of Canaan. To do so, he had attempted to take a shortcut through the land of Edom.

Edom was located on the southernmost border of Canaan and was occupied by distant relatives of the Israelites. The Edomites were the descendants of Esau, the firstborn son of Isaac and the twin brother of Jacob. When Esau had been cheated out of his birthright by Jacob, he decided to relocate his family to another part of Canaan.

Esau took his wives, his children, and his entire household, along with his livestock and cattle—all the wealth he had acquired in the land of Canaan—and moved away from his brother, Jacob. There was not enough land to support them both because of all the livestock and possessions they had acquired. So Esau (also known as Edom) settled in the hill country of Seir. – Genesis 36:6-8 NLT

Once there, Esau’s descendants prospered and developed a thriving kingdom. During the four centuries that the Israelites were enslaved in Egypt, the Edomites lived under a long line of kings (Genesis 36:31) and enjoyed a measure of peace and prosperity.

So, when Moses sent emissaries to the king of Edom seeking permission to pass through their territory, he expected a favorable response.

“This is what your relatives, the people of Israel, say: You know all the hardships we have been through. Our ancestors went down to Egypt, and we lived there a long time, and we and our ancestors were brutally mistreated by the Egyptians. But when we cried out to the Lord, he heard us and sent an angel who brought us out of Egypt. Now we are camped at Kadesh, a town on the border of your land. Please let us travel through your land. We will be careful not to go through your fields and vineyards. We won’t even drink water from your wells. We will stay on the king’s road and never leave it until we have passed through your territory.”– Numbers 20:14-17 NLT

The kingdom of Edom covered a large swath of land and without the right of safe passage through its territory, Moses and the people of Israel would be forced to take a much longer route around it. But no matter how hard Moses pleaded, the king of Edom refused to grant access to their land. He even threatened them with war if they tried. He even “mobilized his army and marched out against them with an imposing force” (Numbers 20:20 NLT). 

Rejected by their own kin, the Israelites were forced to reverse course and take the long detour around Edom. What’s interesting to consider is that the Israelites had always been led by the pillar of cloud by day and the pillar of fire by night. God had used these two phenomena to guide His people throughout their four-decade-long journey. So, was Moses' attempt to go through Edom an unauthorized decision on his part? Had the cloud led him to this point or was the negotiations with Edom something he had come up with on his own? Was Moses trying to shorten the distance to Canaan by taking an unauthorized path through the land of Edom?

It seems unlikely that God would have chosen to use the Edomites to help His chosen people reach the land He had promised to provide for them. These two nations remained in constant conflict with one another long after Israel conquered and occupied the land of Canaan. And the book of Obadiah describes God’s anger against Edom for the way it took advantage of Israel’s later misfortunes when the Babylonians conquered them and left the land desolate and depopulated.

“Because of the violence you did
    to your close relatives in Israel,
you will be filled with shame
    and destroyed forever.
When they were invaded,
    you stood aloof, refusing to help them.
Foreign invaders carried off their wealth
    and cast lots to divide up Jerusalem,
    but you acted like one of Israel’s enemies.

“You should not have gloated
    when they exiled your relatives to distant lands.
You should not have rejoiced
    when the people of Judah suffered such misfortune.
You should not have spoken arrogantly
    in that terrible time of trouble.
You should not have plundered the land of Israel
    when they were suffering such calamity.
You should not have gloated over their destruction
    when they were suffering such calamity.
You should not have seized their wealth
    when they were suffering such calamity.
You should not have stood at the crossroads,
    killing those who tried to escape.
You should not have captured the survivors
    and handed them over in their terrible time of trouble.” – Obadiah 10-14 ESV

The Israelites received no assistance from their distant relatives and were forced to travel southeasterly toward the Arabian desert. This unexpected setback must have disappointed Moses and it’s clear from the next chapter that it left the people of Israel far from pleased.

From Mount Hor they set out by the way to the Red Sea, to go around the land of Edom. And the people became impatient on the way. – Numbers 21:4 ESV

God was not done teaching them the lessons they needed to learn. They were not yet ready to enter His rest. So, God continued to purge their leadership and purify their hearts in preparation for the day when He would lead them into their promised inheritance.

The Danger of Doubt and Disobedience

1 And the people of Israel, the whole congregation, came into the wilderness of Zin in the first month, and the people stayed in Kadesh. And Miriam died there and was buried there.

2 Now there was no water for the congregation. And they assembled themselves together against Moses and against Aaron. 3 And the people quarreled with Moses and said, “Would that we had perished when our brothers perished before the Lord! 4 Why have you brought the assembly of the Lord into this wilderness, that we should die here, both we and our cattle? 5 And why have you made us come up out of Egypt to bring us to this evil place? It is no place for grain or figs or vines or pomegranates, and there is no water to drink.” 6 Then Moses and Aaron went from the presence of the assembly to the entrance of the tent of meeting and fell on their faces. And the glory of the Lord appeared to them, 7 and the Lord spoke to Moses, saying, 8 “Take the staff, and assemble the congregation, you and Aaron your brother, and tell the rock before their eyes to yield its water. So you shall bring water out of the rock for them and give drink to the congregation and their cattle.” 9 And Moses took the staff from before the Lord, as he commanded him.

10 Then Moses and Aaron gathered the assembly together before the rock, and he said to them, “Hear now, you rebels: shall we bring water for you out of this rock?” 11 And Moses lifted up his hand and struck the rock with his staff twice, and water came out abundantly, and the congregation drank, and their livestock. 12 And the Lord said to Moses and Aaron, “Because you did not believe in me, to uphold me as holy in the eyes of the people of Israel, therefore you shall not bring this assembly into the land that I have given them.” 13 These are the waters of Meribah, where the people of Israel quarreled with the Lord, and through them he showed himself holy. – Numbers 20:1-13 ESV

Nearly 40 years have passed since the Israelites first arrived at the border of the land of Canaan but refused to obey God’s command and take possession of it. Due to their rebellion, they had spent the last four decades wandering through the wilderness between Egypt and Canaan until that generation died off. God was not going to allow them a second chance to take possession of their inheritance. That privilege would be passed to their sons and daughters.

Ever since the Israelites had been delivered from their captivity in Egypt, they had shown a propensity for complaining and, ultimately, rebellion. They had a habit of viewing everything from a negative perspective. And this problem went all the way to the top.

This chapter opens up with the death of Miriam, the elder sister of Moses and Aaron. And what is significant about the timing of her death is its location. She takes her last breath on earth in a place called Kadesh.

This had been a regular camping point for the people of God during their days in the wilderness. They had been here before, years earlier, and had proven their penchant for rebellion and refusal to obey God’s commands.

“You also made the Lord angry at Taberah, Massah, and Kibroth-hattaavah. And at Kadesh-barnea the Lord sent you out with this command: ‘Go up and take over the land I have given you.’ But you rebelled against the command of the Lord your God and refused to put your trust in him or obey him. Yes, you have been rebelling against the Lord as long as I have known you.” – Deuteronomy 9:22-24 NLT

Kadesh was located near the southern borders of Canaan and it came to represent a kind of stop sign in the lives of the nation of Israel. It was as if this spot was as far as they could force themselves to go in their quest to occupy the land that God had given them. And it would be in Kadesh that Miriam’s life would come to an end. She would never set foot in the land of promise. And all because she had chosen to question God’s will by attempting to wrest leadership from the hands of her own brother. This less-than-flattering scene from Miriam’s life is recorded in Numbers 12. She and Aaron joined forces to demand equal billing when it came to leading the nation.

They said, “Has the Lord spoken only through Moses? Hasn’t he spoken through us, too?” – Numbers 12:2 NLT

There weren’t content in their roles and desired to share the leadership responsibilities with their brother. But God did not agree.

“Why then were you not afraid to speak against my servant Moses?” And the anger of the Lord was kindled against them, and he departed. – Numbers 12:8-9 ESV

For her part in the attempted coup, Miriam was struck with leprosy. But Moses interceded for his sister and begged God to heal her, which He did. But while Miriam was spared the pain and social ostracization that comes with leprosy, she would be denied entry into the land of Canaan. She paid dearly for her rebellion.

And the story of her death is followed by yet another example of rebellion on the part of the people. The people found themselves in Kadesh once again and, more specifically, at a place called Meribah. That name had a special significance to the people of Israel – for both good and bad reasons. It was at Meribah that God had performed a miraculous sign by providing them with water out of a rock.

All the way back in Exodus 17, we have recorded this first encounter with "the rock." On that occasion, they had been fairly early on in their wilderness experience. When they came to the wilderness of Sin, they discovered that there was no water for them to drink. So the people did what they were prone to do – they complained. And Moses did what he was prone to do – take the matter to God.

God instructed him to take his rod and strike a particular rock. When he did, water gushed from the rock. In the book of Corinthians, Paul tells us something significant about this rock.

…and all of them drank the same miraculous water. For they all drank from the miraculous rock that traveled with them, and that rock was Christ. – 1 Corinthians 10:4 NLT

Now there was a legend that the rabbis taught that said the rock actually traveled with the people of Israel. There is no Scriptural basis for this theory, but in Numbers 20, the “rock” makes an appearance once again. Whether it was the very same rock or just another rock through which God provided for the peoples’ needs, Paul’s point is that the rock symbolized Christ. It was He who had been with the Israelites all the time they were in the wilderness, providing life-sustaining water for them. In fact, when God told Moses to strike the rock back in Exodus 17, that word means to "strike, beat, scourge, ravage, slay, or wound." It’s the same word used when God "smote" the firstborn of Egypt. It paints a picture of the scourging and beating of Christ at His trials and crucifixion. Jesus would become the source of living water. During His encounter with the Samaritan woman  Jesus told her, "If you only knew the gift God has for you and who I am, you would ask me, and I would give you living water" (John 4:10 NLT). Just a few chapters later in the book of John, Jesus tells the crowds, "If you are thirsty, come to me! If you believe in me, come and drink! For the Scriptures declare that rivers of living water will flow out from within" (John 7:37-38 NLT).

In chapter 20 of the book of Numbers, we have not a retelling of the story of Meribah, but another Meribah. This is one of those "deja-vu-all-over-again" type of experiences. Meribah means " argument" or "strife." And the names stems from the actions of the people of God because they argued or quarreled with God both times. The second time, God instructed Moses to take his rod again, but this time He specifically tells Moses to SPEAK to the rock – not strike it. Back in Exodus 17, His instructions were to strike the rock. But now Moses was simply to speak to it.

But in his anger with the people, Moses disobeys God and strikes the rock twice. His actions produce the desired result, but in disobeying God, Moses incurred His wrath. Think about it. If what Paul says in 1 Corinthians is true – that the rock is a representation of Christ, then Moses is taking out his anger on Christ. The first time Moses struck the rock, it was a representation of the death that Christ must suffer in order that we might have life. But from that point forward, Christ's life-sustaining power was available for the asking. There was no need to "beat" it out of Him. He had provided before and He would provide again. All Moses needed to do was ask. But instead He struck the rock in anger. And this action would prevent Moses from entering the promised land. Like his sister, Miriam, Moses would die in the wilderness, having been denied entrance into the very land he had strived so long to enjoy. And Aaron would suffer a similar fate.

This is a tough passage. It seems as if Moses and Aaron got too severe a punishment from the hand of God. But in his commentary on the Old Testament, Matthew Henry sheds some helpful light on this passage.

"First, They did not punctually observe their orders, but in some things varied from their commission; God bade them speak to the rock, and they spoke to the people, and smote the rock, which at this time they were not ordered to do, but they thought speaking would not do. When, in distrust of the power of the word, we have recourse to the secular power in matters of pure conscience, we do, as Moses here, smite the rock to which we should only speak, Secondly, They assumed too much of the glory of this work of wonder to themselves: Must we fetch water? as if it were done by some power or worthiness of theirs. Therefore it is charged upon them (v. 12) that they did not sanctify God, that is, they did not give him that glory of this miracle which was due unto his name. Thirdly, Unbelief was the great transgression (v. 12): You believed me not; nay, it is called rebelling against God’s commandment, ch. 27:14. The command was to bring water out of the rock, but they rebelled against this command, by distrusting it, and doubting whether it would take effect or no. They speak doubtfully: Must we fetch water? And probably they did in some other ways discover an uncertainty in their own minds whether water would come or no for such a rebellious generation as this was. And perhaps they the rather questioned it, though God had promised it, because the glory of the Lord did not appear before them upon this rock, as it had done upon the rock in Rephidim, Ex. 17:6. Disobedience, unbelief, and seeking glory for themselves. That was their sin. And it is the sin of many of us today. We disobey God because we do not believe God. And when we do obey, we do it in order to get the glory for ourselves. But God would have none of it from Moses and Aaron, and He will have none of it from us. He will provide, but He will have us obey. He will provide, but He will get the glory. He will provide, but He will expect us to believe. To trust Him. God is holy and demands that we treat Him as such.
