A Perplexing Parable with a Happy Ending

1 The word of the Lord came to me: 2 “Son of man, propound a riddle, and speak a parable to the house of Israel; 3 say, Thus says the Lord God: A great eagle with great wings and long pinions, rich in plumage of many colors, came to Lebanon and took the top of the cedar. 4 He broke off the topmost of its young twigs and carried it to a land of trade and set it in a city of merchants. 5 Then he took of the seed of the land and planted it in fertile soil. He placed it beside abundant waters. He set it like a willow twig, 6 and it sprouted and became a low spreading vine, and its branches turned toward him, and its roots remained where it stood. So it became a vine and produced branches and put out boughs.

7 “And there was another great eagle with great wings and much plumage, and behold, this vine bent its roots toward him and shot forth its branches toward him from the bed where it was planted, that he might water it. 8 It had been planted on good soil by abundant waters, that it might produce branches and bear fruit and become a noble vine.

9 “Say, Thus says the Lord God: Will it thrive? Will he not pull up its roots and cut off its fruit, so that it withers, so that all its fresh sprouting leaves wither? It will not take a strong arm or many people to pull it from its roots. 10 Behold, it is planted; will it thrive? Will it not utterly wither when the east wind strikes it—wither away on the bed where it sprouted?” – Ezekiel 17:1-10 ESV

God has commanded Ezekiel to do some rather strange things, such as perform a one-man play dramatizing the siege and fall of Jerusalem. At one point, the prophet was told to pack all his belongings and then dig a hole in the wall of his home and crawl through it, all in order to illustrate how the citizens of Jerusalem would attempt to flee from the marauding Babylonians.

Now, God demands that His prophet “propound a riddle and speak a parable” to the Jews living in exile in Babylon. This two-punch combination of an enigmatic saying and a pithy maxim was intended to provide further illustration of and justification for Judah’s coming fall. God knew there were still those among the Jews in Jerusalem and those living as exiles in Babylon that didn’t think they deserved God’s judgment. They felt as if God was being unjust by holding them responsible for the sins of their forefathers. Yet, the Almighty took issue with their claims of innocence and He provided Ezekiel with a riddle and a parable to provide the proof.

Though God will provide the meaning behind these somewhat ambiguous illustrations, it is helpful to understand the historical context they entail. For the people of Judah to claim the moral high ground was ludicrous because they had no facts to support their claim. Judah’s track record of idolatry and apostasy was not a thing of the past but was recent as the reigns of their past few kings.

At one point, Josiah, one of their few good kings, had been replaced by his son, Jehoahaz. Only 23 years old when he ascended to the throne, Jehoahaz’s reign lasted a mere three months before he was deposed by King Neco of Egypt and replaced by his brother, Jehoiakim. This 25-year-old sovereign ruled for 11 years but as a puppet king to the Egyptians. And sadly, he proved to be a powerless and impotent king who was also godless.

He did what was evil in the sight of the Lord his God. – 2 Chronicles 36:5 NLT

When the Babylonians invaded the region and captured Jerusalem, Jehoiakim was taken captive and replaced by his brother, Jehoiachin. He too became a puppet king but to the Babylonians. And he also “did what was evil in the Lord’s sight” (2 Chronicles 36:9 NLT). His reign lasted only three months before he too was deposed and replaced by his 21-one-year-old uncle, Zedekiah. And the book of 2 Chronicles provides a less-than-flattering assessment of his reign and the adverse impact he had on the nation.

Zedekiah did what was evil in the sight of the Lord his God, and he refused to humble himself when the prophet Jeremiah spoke to him directly from the Lord. He also rebelled against King Nebuchadnezzar, even though he had taken an oath of loyalty in God’s name. Zedekiah was a hard and stubborn man, refusing to turn to the Lord, the God of Israel.

Likewise, all the leaders of the priests and the people became more and more unfaithful. They followed all the pagan practices of the surrounding nations, desecrating the Temple of the Lord that had been consecrated in Jerusalem. – 2 Chronicles 36:12-14 NLT

All of these events had taken place just before and immediately after Ezekiel and his fellow exiles had been taken to Babylon. They had lived through Nebuchadnezzar’s capture of Jerusalem and had experienced the terror of deportation to a foreign land. And all, the while they had been in Babylon, they had received regular reports of the royal game of musical chairs going on back home.

They had no support for their claims of innocence. The last four kings to reign over Judah had been abysmal spiritual failures. They had led the nation into increasing wickedness and rebellion, and both the riddle and parable Ezekiel was required to share would support that fact.

Verses 3-6 contain the riddle, so labeled because its meaning requires explanation. God describes a large, majestic eagle swooping down from the sky and plucking the top branch off of a cedar tree. The location of this tree is described as Lebanon, a common Old Testament metonym for the land of Canaan. Lebanon was known for its giant cedar trees and is used as a substitute for the land of Israel for this reason.

The eagle transported the branch “to a city filled with merchants” and “planted it in a city of traders” (Ezekiel 17:4 NLT). Then it “took a seedling from the land and planted it in fertile soil. He placed it beside a broad river, where it could grow like a willow tree” (Ezekiel 17:5 NLT). In this riddle, God is describing the uprooting of something of value and its relocation to a new and distant location.

God seems to mix up His metaphors, describing the seedling as sprouting like a willow tree but eventually taking root and producing “a low, spreading vine” (Ezekiel 17:6 NLT). Despite being transplanted, this vine grew and prospered, having been placed in fertile soil and provided with ample water. Yet, when another eagle shows up on the scene, “the vine now sent its roots and branches toward him for water” (Ezekiel 17:7 NLT). It displays dissatisfaction with its current circumstances and seeks the aid and support of another benefactor.

So, God ends His riddle with a series of rhetorical questions and answers:

“Will this vine grow and prosper?
    No! I will pull it up, roots and all!
I will cut off its fruit
    and let its leaves wither and die.
I will pull it up easily
    without a strong arm or a large army.” – Ezekiel 17:9 NLT

“But when the vine is transplanted,
    will it thrive?
No, it will wither away
    when the east wind blows against it.
It will die in the same good soil
    where it had grown so well.” – Ezekiel 17:10 NLT

Before exploring God’s explanation for this confounding puzzle, it would pay to recall the historical context of Judah’s immediate past. After just three months on the throne, Jehoahaz had been taken to Egypt as a prisoner. His brother, Jehoiakim enjoyed a much longer reign, but it still ended with him being led away in chains to Babylon. His replacement, Jehoiachin, also served a 3-month-long reign and then ended up as a prisoner in Babylon. And his uncle who succeeded him would serve as a powerless puppet king under the iron-fisted rule of Nebuchadnezzar and the mighty Babylonian empire. 

All of these facts would have been known to Ezekiel’s audience. They would have been well aware of all the soap opera-like events that had taken place back home in their absence. And they probably understood that they represented the seedling that had been transplanted by a broad river. The book of Ezekiel began with the following statement from the prophet Ezekiel:

“I was with the Judean exiles beside the Kebar River in Babylon.” – Ezekiel 1:1 NLT

While the riddle probably left them with more questions than answers, they were not so obtuse that they couldn’t understand it was all about them. After all, if God was delivering this message through His prophet, it must have application for them. And God ends His verbal conundrum with a jarring question concerning the transplanted vine: “Will it thrive?”

And He answers that disconcerting question with unequivocal accuracy that must have left Ezekiel’s audience shaking in their sandals.

“Will he not pull up its roots and cut off its fruit, so that it withers, so that all its fresh sprouting leaves wither?” – Ezekiel 17:9 ESV

“Will t not utterly wither when the east wind strikes it—wither away on the bed where it sprouted?” – Ezekiel 17:10 ESV

But little do they know that this puzzling and perplexing parable has a happy ending. Despite Judah’s abysmal track record of apostasy and unfaithfulness, God has something truly incredible planned for them. He will punish them for their sins but there is also a day coming when he will restore them – all in keeping with His covenant promises.

“…all the trees of the field shall know that I am the Lord; I bring low the high tree, and make high the low tree, dry up the green tree, and make the dry tree flourish. I am the Lord; I have spoken, and I will do it.” – Ezekiel 17:24 ESV

The Inescapable, Unavoidable Will of God

28 Now the rest of the acts of Josiah and all that he did, are they not written in the Book of the Chronicles of the Kings of Judah? 29 In his days Pharaoh Neco king of Egypt went up to the king of Assyria to the river Euphrates. King Josiah went to meet him, and Pharaoh Neco killed him at Megiddo, as soon as he saw him. 30 And his servants carried him dead in a chariot from Megiddo and brought him to Jerusalem and buried him in his own tomb. And the people of the land took Jehoahaz the son of Josiah, and anointed him, and made him king in his father’s place.

31 Jehoahaz was twenty-three years old when he began to reign, and he reigned three months in Jerusalem. His mother’s name was Hamutal the daughter of Jeremiah of Libnah. 32 And he did what was evil in the sight of the Lord, according to all that his fathers had done. 33 And Pharaoh Neco put him in bonds at Riblah in the land of Hamath, that he might not reign in Jerusalem, and laid on the land a tribute of a hundred talents of silver and a talent of gold. 34 And Pharaoh Neco made Eliakim the son of Josiah king in the place of Josiah his father, and changed his name to Jehoiakim. But he took Jehoahaz away, and he came to Egypt and died there. 35 And Jehoiakim gave the silver and the gold to Pharaoh, but he taxed the land to give the money according to the command of Pharaoh. He exacted the silver and the gold of the people of the land, from everyone according to his assessment, to give it to Pharaoh Neco.

36 Jehoiakim was twenty-five years old when he began to reign, and he reigned eleven years in Jerusalem. His mother’s name was Zebidah the daughter of Pedaiah of Rumah. 37 And he did what was evil in the sight of the Lord, according to all that his fathers had done. 

1 In his days, Nebuchadnezzar king of Babylon came up, and Jehoiakim became his servant for three years. Then he turned and rebelled against him. 2 And the Lord sent against him bands of the Chaldeans and bands of the Syrians and bands of the Moabites and bands of the Ammonites, and sent them against Judah to destroy it, according to the word of the Lord that he spoke by his servants the prophets. 3 Surely this came upon Judah at the command of the Lord, to remove them out of his sight, for the sins of Manasseh, according to all that he had done, 4 and also for the innocent blood that he had shed. For he filled Jerusalem with innocent blood, and the Lord would not pardon. – 2 Kings 23:28-24:4 ESV

In his ongoing attempt to redeem the spiritual soul of the nation, King Josiah had bitten off more than he could chew. His many reforms and his ongoing battle against idolatry and apostasy were more than enough to keep him busy. But as the king of a powerful nation, he also had the responsibility to keep abreast of all the military and political machinations taking place in the region. At his point in history, the Assyrians were still the dominant force in the region, but the Babylonians were beginning to exert their formidable influence. They were an up-and-coming superpower that posed a real threat to Assyria’s global empire. 

Josiah received word that the Egyptian army was on its way to Carchemish on the Euphrates River, where they were to join Assyrian forces in a battle against the upstart Babylonians. For some reason, Josiah made the fateful decision to oppose this military alliance between Egypt and Assyria.

After Josiah had finished restoring the Temple, King Neco of Egypt led his army up from Egypt to do battle at Carchemish on the Euphrates River, and Josiah and his army marched out to fight him. But King Neco sent messengers to Josiah with this message:

“What do you want with me, king of Judah? I have no quarrel with you today! I am on my way to fight another nation, and God has told me to hurry! Do not interfere with God, who is with me, or he will destroy you.” – 2 Chronicles 23:20-21 NLT

Perhaps Josiah was hoping that the Babylonians would bring an end to Assyria’s longstanding stranglehold on the region. Long after the Assyrians had called off their siege of Jerusalem, they remained a constant threat to Judah. So, Josiah rallied his troops and intercepted the Egyptian army as it made its way to Carchemish. But King Neco, the Pharaoh of Egypt, warned Josiah not to interfere, claiming to have a divine mandate from God.

But Josiah refused to listen to Neco, to whom God had indeed spoken, and he would not turn back. Instead, he disguised himself and led his army into battle on the plain of Megiddo. – 2 Chronicles 23:22 NLT

Josiah refused to believe that Yahweh was behind this unholy alliance between the Egyptians and the Assyrians. He couldn’t see any reason why God would direct the pagan king of the Egyptians to join forces with the already powerful and deadly kingdom of Assyrian. It made no sense. But Josiah failed to understand that God was orchestrating His sovereign will and raising up the nation of Babylon as His agent of judgment against Assyria for its role in the destruction of the northern kingdom of Israel. And Josiah was also unaware that God was preparing to use Babylon to destroy the nation of Judah.

Ignorant of God’s plans, King Josiah decided to take matters into his own hands and led his troops into battle against the Egyptians. They intercepted the Egyptian army at a place called Megiddo and in the ensuing battle, King Josiah was killed. The author of 2 Kings states that “Pharaoh Neco killed him at Megiddo, as soon as he saw him” (2 Kings 23:29 ESV). But in 2 Chronicles 35, we’re told that Josiah had disguised himself. It seems that Josiah’s little ploy to hide his kingly identity failed. King Neco recognized Josiah instantly and ordered his death.

But the enemy archers hit King Josiah with their arrows and wounded him. He cried out to his men, “Take me from the battle, for I am badly wounded!” – 2 Chronicles 35:23 NLT

The wounded king was placed in another chariot and returned to the city of Jerusalem, where he died. After giving their fallen king a state funeral, the people chose Jehoahaz as his replacement. This choice seems a bit odd because Jehoahaz was Josiah’s middle son and, therefore, not the next in line to the throne. But it seems that the people were looking for a king who would bring back the old way of life to which they had grown accustomed. They missed the days of Manasseh and were regretting all the reforms that Josiah had instituted in Judah. So, they chose the son of Josiah who represented their best chance at bringing back the good old days. And it appears that picked just the right man for the job.

He did what was evil in the Lord’s sight, just as his ancestors had done. – 2 Kings 23:32 NLT

But Jehoahaz’s reign would be short-lived. The people failed to take into account that King Neco might have something to say about who took Josiah’s place on the throne of Judah. Just three months into his reign, Jehoahaz was deposed by the Pharaoh and taken captive to Egypt, where he died. Neco filled the vacancy with Eliakim, the older brother of Jehoahaz, and changed his name to Jehoiakim. This young man became little more than a vassal to the Pharaoh and was forced to make an annual tribute payment to the Egyptians. To do this, he imposed a debilitating tax on the people of Judah. The prophet provides a brief but sobering summary of the sad state of affairs in the southern kingdom of Judah after the death of Josiah.

Do not weep for the dead king or mourn his loss.
    Instead, weep for the captive king being led away!
    For he will never return to see his native land again.

For this is what the Lord says about Jehoahaz, who succeeded his father, King Josiah, and was taken away as a captive: “He will never return. He will die in a distant land and will never again see his own country.” – Jeremiah 22:10-12 NLT

With Josiah’s death, the period of reformation in Judah came to an abrupt end. He had been the heart and soul behind all the changes that had taken place. And without him, the people would revert to their old ways. Virtually overnight, the conditions in Judah took a dramatic turn for the worse. Judah was now a vassal state, ruled by a puppet king who answered to the Pharaoh of Egypt. Josiah’s attempt to stop the Egyptians from joining forces with the Assyrians had failed. In 605 BC, just four years after Josiah’s death, these two armies would be defeated by the Babylonians at the Battle of Carchemish. This unexpected victory by the Babylonians over the Egyptians and Assyrians would prove to be a game-changing event in the history of the middle east. It was catapult Nebuchadnezzar, the king of Babylon, into the role of the most powerful ruler on earth. With his defeat of the Assyrians, Nebuchadnezzar took over all the lands they had conquered, dramatically increasing the size and influence of his empire. 

Eventually, the Babylonians would rest control of Judah from the hands of King Neco of Egypt. And Jehoiakim would find himself answering to yet another, more powerful, king. But as we will see, Jehoiakim will try to resist his new overlord, refusing to submit to his authority. Like his father, Josiah, Jehoiakim fails to see the sovereign hand of God behind all that is taking place. He is short-sighted in his outlook, and intent on making the most of his less-than-ideal circumstances. And the prophet Jeremiah records God’s stinging condemnation of Jehoiakim’s arrogant and self-centered approach to leadership.

And the Lord says, “What sorrow awaits Jehoiakim,
    who builds his palace with forced labor.
He builds injustice into its walls,
    for he makes his neighbors work for nothing.
    He does not pay them for their labor.
He says, ‘I will build a magnificent palace
    with huge rooms and many windows.
I will panel it throughout with fragrant cedar
    and paint it a lovely red.’
But a beautiful cedar palace does not make a great king!
    Your father, Josiah, also had plenty to eat and drink.
But he was just and right in all his dealings.
    That is why God blessed him.
He gave justice and help to the poor and needy,
    and everything went well for him.
Isn’t that what it means to know me?”
    says the Lord.
“But you! You have eyes only for greed and dishonesty!
    You murder the innocent,
    oppress the poor, and reign ruthlessly.” – Jeremiah 22:13-17 NLT

Unlike his reform-minded father, Jehoiakim had no heart for God. He was a self-obsessed man who used his power and position to improve his own lot in life while allowing the nation of Judah to continue its slide into apostasy. When Neco was forced to abandon his hold on Judah, Jehoiakim saw it as an opportunity to assert his independence. But he failed to understand the gravity of his situation. He had no clue that Nebuchadnezzar and the Babylonians had been chosen by God to bring judgment against the nation of Judah. In attempting to resist the Babylonians, Jehoiakim was actually opposing the will of God. And he would pay dearly for his obstinance. For three years, God would send the Babylonians, Arameans, Moabites, and Ammonites against the rebellious nation of Judah. And the author leaves no doubt as to the purpose behind these raids.

These disasters happened to Judah because of the Lord’s command. He had decided to banish Judah from his presence because of the many sins of Manasseh. – 2 Kings 24:3 NLT

Little did Jehoiakim know that he was facing the beginning of the end. The coming judgment of Judah was imminent and unavoidable.

Shoddy Shepherds.

“Woe to him who builds his house by unrighteousness,
    and his upper rooms by injustice,
who makes his neighbor serve him for nothing
    and does not give him his wages,
who says, ‘I will build myself a great house
    with spacious upper rooms,’
who cuts out windows for it,
    paneling it with cedar
    and painting it with vermilion.
Do you think you are a king
    because you compete in cedar?
Did not your father eat and drink
    and do justice and righteousness?
    Then it was well with him.
He judged the cause of the poor and needy;
    then it was well.
Is not this to know me?
    declares the Lord.
But you have eyes and heart
    only for your dishonest gain,
for shedding innocent blood,
    and for practicing oppression and violence.” –
Jeremiah 22:13-17 ESV

This particular section of Jeremiah’s message from God continues to focus on the kings of Judah. When Jeremiah had begun his mission as a prophet of God, it had been during the reign of Josiah, who happened to be a good and godly king. The book of 2 Kings tells us: “he did what was right in the eyes of the Lord and walked in all the way of David his father, and he did not turn aside to the right or to the left” (2 Kings 22:2 ESV). It was during his reign that they rediscovered the book of the Law while doing restoration work on the temple. When Josiah heard what the law said, he was convicted about the immoral activity of his people and instituted a series of radical reforms in the land. He ordered the destruction of all the high places where false gods were worshiped. He had the priests purge the temple of God from all the vessels used to worship false gods like Baal and Asherah. Josiah also ordered the rounding up of all the priests who led in the worship of false gods. “And he broke down the houses of the male cult prostitutes who were in the house of the Lord, where the women wove hangings for the Asherah” (2 Kings 22:7 ESV). So, Josiah took the law of the Lord seriously and attempted to set things right in Judah. He even restored the celebration of Passover, which had been abandoned by the people. But his reforms ended up being far from successful, because he could not change the hearts of the people. They remained unfaithful to God and it was not long before the idols entered their way back into the land. And after Josiah was killed in battle against the Egyptians, things took a dramatic turn for the worse. Upon his death, Josiah was replaced as king by his son, Jehoahaz. And Jehoahaz would prove to be nothing like his father. His reign would last only three months, before Pharaoh Neco took him captive and replaced him with his brother, Eliakim, whose name he changed to Jehoiakim. He ended up being nothing more than a vassal to the Pharaoh, paying him tribute in order to keep the Egyptians from destroying Jerusalem. And the Scriptures tell us, “And he did what was evil in the sight of the Lord, according to all that his fathers had done” (2 Kings 23:37 ESV).

It was to these sons of Josiah that Jeremiah addresses his message from God. The section we are looking at today addresses Jehoakim, the son of Josiah who replaced his brother Jehoahaz (Shallum), who had been taken captive by Pharaoh. These verses are a continuation of verses 11-12. God warned:

“…in the place where they have carried him captive, there shall he die, and he shall never see this land again.” – Jeremiah 22:12 ESV

Which is exactly what had happened to Jehoahaz. But Jehoakim would learn little from his brother’s experience. And God had some very harsh words to say to him. He accused Jehoakim of building his personal palace with forced labor, refusing to pay those who did the work, even though they were fellow Jews. This was injustice at its worse. It was ungodly because it was against the revealed will of God. Jehoakim was out to build himself a huge palace filled with expensive cedar and precious metals. But God warns him: “a beautiful cedar palace does not make a great king!” (Jeremiah 23:15 NLT). Jehoakim may have looked and lived like a king, but he was far from one in God’s eyes. Unlike his father, Jehoakim did not practice righteousness and justice. And as a result, Jeohaokim did not enjoy the blessing of God as his father had. God reminds Jehoakim that his father had taken care of the poor and needy, and his efforts had resulted in God blessing him. And God rhetorically asks Jehoakim, “Isn’t that what it means to know me?” (Jeremiah 23:16 NLT). In other words, Josiah’s just and righteous behavior revealed how well he knew God. His actions gave evidence of his relationship with God. He did what God wanted and was rewarded for his actions. All went well for him. But that was not the case of Jehoakim. His reign was all about him. He built himself a fine temple, using the labor of his own people to make himself comfortable and rich. He taxed the people in order to pay his tributes to Pharaoh. He was a cruel, unjust and unfaithful king. And God describes in less-than-flattering terms:

“But you! You have eyes only for greed and dishonesty!
    You murder the innocent,
    oppress the poor, and reign ruthlessly.” – Jeremiah 23:17 NLT

This kind of behavior was intolerable to God, especially when practiced by the one who was to be king over the people of God. When God had originally chosen David to be the one to replace Saul as king over Israel, He had made it clear that David was to be like a shepherd.

He chose his servant David, calling him from the sheep pens. He took David from tending the ewes and lambs and made him the shepherd of Jacob’s descendants—God’s own people, Israel. He cared for them with a true heart and led them with skillful hands. – Psalm 78:70-72 NLT

That is what God expected from all His kings. They were to care for the people of God and shepherd them tenderly and justly. They were not to “fleece the sheep” or take advantage of them. They were to guide and protect them. And the kings of Israel were never to forget that they held their roles as a result of the sovereign will of God. They answered to Him. And He would hold them accountable for their efforts on behalf of the flock of Israel. The prophet Ezekiel records some very sobering words from God concerning the shepherds of Israel.

The word of the Lord came to me: “Son of man, prophesy against the shepherds of Israel; prophesy, and say to them—to the shepherds: ‘This is what the sovereign Lord says: Woe to the shepherds of Israel who have been feeding themselves! Should not shepherds feed the flock? You eat the fat, you clothe yourselves with the wool, you slaughter the choice animals, but you do not feed the sheep! You have not strengthened the weak, healed the sick, bandaged the injured, brought back the strays, or sought the lost, but with force and harshness you have ruled over them. They were scattered because they had no shepherd, and they became food for every wild beast. My sheep wandered over all the mountains and on every high hill. My sheep were scattered over the entire face of the earth with no one looking or searching for them. – Ezekiel 34:1-6 NLT

This was an indictment of all the leaders of Israel, including the kings and priests. But it is particularly pertinent to the message Jeremiah is delivering to Jehoakim. He was supposed to have been a shepherd to the people of Judah. But he was guilty of each and every one of the things mentioned by Ezekiel. And God makes it clear what He is going to do:

This is what the sovereign Lord says: Look, I am against the shepherds, and I will demand my sheep from their hand. I will no longer let them be shepherds; the shepherds will not feed themselves anymore. I will rescue my sheep from their mouth, so that they will no longer be food for them. – Ezekiel 34:10 NLT

Jehoakim may have looked like a king and lived in a palace fit for a king, but he was far from being the kind of king God required. And so, his days would be numbered. He would not have a long and prosperous reign. He would answer to God for his failure to shepherd the flock of God well.
